Description
Payroll Specialist
Position Summary
Traffic Plan is seeking an experienced Payroll Specialist to manage weekly union payroll, including prevailing wage and certified payroll. This role requires a high level of accuracy, confidentiality, and independence, along with the ability to meet strict deadlines in a fast-paced environment.
The Payroll Specialist will ensure employees are paid accurately and on time while maintaining compliance with collective bargaining agreements, labor laws, tax regulations, and company policies.

Essential Responsibilities
  • Review timesheets and supporting documentation to identify and resolve payroll discrepancies.
  • Process and manage weekly union payroll in accordance with collective bargaining agreements.
  • Process prevailing wage and certified payroll accurately and within required deadlines.
  • Maintain payroll records for new hires, terminations, employee changes, deductions, benefits, direct deposits, and other employment transactions.
  • Respond to employee payroll questions and resolve discrepancies involving wages, deductions, taxes, benefits, and payments.
  • Process payroll taxes, garnishments, benefit deductions, union dues, fringe benefits, PTO, and 401(k) reporting.
  • Reconcile payroll activity to the general ledger and monthly bank statements.
  • Prepare union reports, union check stubs, employment verifications, unemployment correspondence, and other required payroll documentation.
  • Generate and analyze year-end and on-demand payroll reports for internal stakeholders, external partners, and year-end audits.
  • Assist the Payroll Supervisor with additional payroll responsibilities and special projects as needed.

Position Requirements
Required Qualifications
  • Five or more years of progressive payroll experience as a Payroll Specialist or in a related payroll or HR position.
  • Experience processing weekly union payroll.
  • Experience with prevailing wage and certified payroll.
  • Knowledge of collective bargaining agreements, union deductions, fringe benefits, and union reporting.
  • Intermediate to advanced Microsoft Excel skills, including pivot tables, pivot charts, filtering, sorting, and data validation.
  • Working knowledge of payroll and accounting software.
  • Strong attention to detail and the ability to consistently meet assigned deadlines.
  • Ability to handle confidential and sensitive information with discretion.
  • Strong organizational, prioritization, and problem-solving skills.
  • Ability to work independently and collaboratively while managing multiple assignments under critical timeframes.
  • Flexibility and adaptability when handling changing priorities and a diverse range of responsibilities.

Preferred Qualifications
  • Experience with Payroll4Construction.
  • Experience with Criterion payroll software.
  • An associate's or bachelor's degree in accounting, finance, business, or a related field.

Equivalent payroll experience may be considered in place of a degree.

This is a full-time, in-office position.
Monday through Friday
8:00 a.m. to 4:30 p.m.
Supervisory Responsibilities
This position does not have supervisory responsibilities.
Travel
No travel is expected for this position.
Work Environment
This position operates in a professional office environment and routinely uses standard office equipment, including computers, phones, printers, photocopiers, filing cabinets, and fax machines.
Physical Requirements
While performing the duties of this position, the employee is regularly required to communicate, sit, stand, walk, reach, and use their hands for computer and office-related tasks. The employee may occasionally be required to climb, balance, stoop, kneel, crouch, or crawl.
The employee must be able to frequently lift or move up to 10 pounds and occasionally lift or move up to 25 pounds. Specific vision abilities required for this position include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
