Associate, Payroll Job Description: The Certified Payroll Associate will provide support to Brycon LLC, a subsidiary of HITT Contracting and is responsible for processing certified payroll reports, monitoring subcontractor compliance, and supporting labor compliance efforts for prevailing wage and public works projects. This role works closely with subcontractors, labor compliance officers, and awarding agencies to ensure compliance with federal, state, and project-specific labor requirements. The ideal candidate possesses strong organizational and analytical skills, attention to detail, and the ability to manage multiple priorities in a fast-paced environment. The Certified Payroll Associate will comply with the policies/procedures of HITT Contracting, affiliated unions, federal, state, and other regulatory agencies, as well as individual project requirements. HITT Contracting is headquartered in the Washington, DC area (Falls Church, VA). Responsibilities Process and review certified payroll reports for accuracy, completeness, and compliance. Monitor and audit subcontractor certified payroll submissions across all contractor tiers. Verify compliance with prevailing wage requirements, including Davis-Bacon and state labor compliance regulations. Review labor classifications, apprentice ratios, fringe benefit statements, and worker compensation documentation. Track and apply correct federal, state, and project-specific wage determinations. Prepare and maintain labor compliance documentation and reports. Utilize compliance tracking systems such as LCPtracker, DIR, and other reporting platforms. Assist with contractor and subcontractor communication regarding payroll compliance requirements. Working knowledge of payroll best practices, and a strong understanding of labor laws (FLSA, etc.) and tax regulations (FICA, etc.) related to payroll administration preferred. Manage the Brycon Payroll inbox and provide timely responses to employee inquiries regarding payroll matters, issues, and concerns. Maintain electronic records, filing systems, and supporting documentation. Coordinate with labor compliance officers, awarding agencies, and project teams as needed. Process new hire onboarding activities in UKG, administer child support orders and employee notifications, and complete employment verification requests in a timely and confidential manner. Perform other related duties as assigned. Qualifications Minimum one year of experience in certified payroll administration, prevailing wage compliance, or construction payroll. Construction industry experience preferred. Strong working knowledge of: Davis-Bacon Act Copeland Anti-Kickback Act Department of Labor regulations (29 CFR Parts 1, 3, and 5) Skilled and Trained Workforce requirements Experience reviewing subcontractor compliance and certified payroll reports. Familiarity with LCPtracker, PointsNorth, or similar labor compliance software. Proficiency in Microsoft Excel and Microsoft Word. Strong analytical, organizational, and problem-solving skills. Excellent verbal and written communication skills. Ability to work independently and manage multiple priorities. Ability to handle sensitive and confidential information with discretion and professionalism. Experience preparing or reviewing WH-347 forms. Experience with prevailing wage projects for public works or government-funded contracts. Knowledge of labor compliance reporting and conformance request processes. Bilingual proficiency is a plus.
