The Resident Engineer (Facilities and Buildings) functions as the construction project lead responsible for the management and oversight of a project team consisting of construction inspectors, office engineers and other project support staff, working collectively to ensure all construction project work is performed in accordance with the contract documents and all the Client's needs are met.ResponsibilitiesEnsuring all project work is performed on schedule, on budget, according to plans and to the quality standards provided for by the contract specifications, special provisions, and governing regulations. 
  • Proper interpretation of plans and specifications.
  • Supervises and oversees inspection of construction work; 
  • Ensuring all work operations adhere to approved work safety plans and environmental permits.
  • Monitor project CPM schedules and milestones, identify, and mitigate risk.
  • Analyze and evaluate constructability issues and provide effective solutions.
  • Evaluate contractor pay requisitions, ensure accuracy of billing, timely process approval of payment.
  • Review change orders, extra work requests, perform engineering cost analysis to support negotiations.
  • Coordinate with the contractor and stakeholders to mitigate scheduling conflicts, and delays.
  • Conduct progress, coordination, and other incidental meetings for project.
  • Ensure the Client is kept informed on project progress and issues throughout the duration of the project.
  • Supervises and oversees field office functions relative to construction projects including but not limited to reviewing and processing construction orders, processing estimates for payment, analyzing and supporting prices for new items;
  • Write memoranda and correspondence for client, state and/or municipal administrators and authorities, contractors, and the general public; 
  • Supervises implementation and operation of digital construction reporting systems and programs; 
  • Oversees inspection, sampling and testing of materials used for construction projects; 
  • Schedules, assigns, oversees and reviews work of staff; 
  • Acts as liaison with client, agencies, and outside officials; 
  • Performs related duties as required.
QualificationsKnowledge, Skill, and Ability: 
  • Considerable knowledge of building construction and renovation work practices and principles utilized on complex CTDOT or other public building and facilities construction projects;
  • Administrative and financial controls with respect to construction engineering plans, contracts, projects and reports; 
  • Relevant government agency policies and procedures; 
  • Considerable ability to acknowledge and apply relevant state and federal laws, statutes and regulations including the CT Building, Fire Safety, and Fire Prevention Codes; 
  • Proper understanding and application of agency specific guidelines and procedures such as the CTDOT Form 819 and the Construction Manual.
  • Possess skills and ability to analyze and evaluate constructability issues and provide effective solutions;
  • Considerable technical skills and understanding of CPM schedules, preparation of engineering and administrative reports;
  • Strong leadership skills and ability to effectively communicate both verbally and written.
 Minimum Qualifications - General Experience: 
  • Ten (10) years of related experience in various capacities working on applicable building and facilities construction projects.
  • Must be a licensed Professional Engineer (PE) registered in CT.
  • Must be able to lead and manage CE&I project staff, ensure all aspects of project work are accounted for.
  • Must have excellent interpersonal and written communication skills.
 Special Requirements: 
  • Candidate must possess and retain Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.20-302. 
  • Candidate shall be required to possess and retain a valid Motor Vehicle Operator's License and proper auto insurance.
  • Candidate must have reliable transportation.
 Physical Requirements:
  • Candidates shall have adequate physical ability for navigating jobsites and shall maintain such for proper continuation of job performance.
 Working Conditions:
  • Must be able to perform work year-round in varied weather conditions, and during off-hours and weekends when necessary.
