Job description

Position: Senior Program Manager

Duration: 1 year

Location: Saint Paul, MN (Hybrid Mode)

The work is expected to be done with a hybrid of onsite and remote work. Service Delivery roles will typically work a hybrid schedule, with some onsite presence as requested. The frequency for onsite requests will depend on the project. Work environment location and timeline needs will vary by project and position and will be communicated at the time of Work Request execution.

Job Description:

This role is responsible for overseeing the planning and management of multiple major information systems investment projects, and includes providing oversight, expertise, leadership, and coordination across competing priorities. The role requires the knowledge of administrative policies and procedures, the ability to continually adapt them to a fast-paced office environment with multiple phases while performing under pressure to deliver large-scale investments on time and within budget while maintaining integrity and adherence to laws, regulations, policies, and procedures.

Sample Tasks

  • Plan and manage administrative functions for major transit capital project offices.
  • Oversee IS, facilities, equipment, document management, and technical capacity; ensure FTA submittals quality.
  • Develop management plans and project procedures; maintain compliance with laws and policies.
  • Adapt administrative processes to fast paced, multi phase environments; manage special projects.
  • Coordinate cross functional teams—internal/external—to meet schedule and budget goals.
  • Track deliverables, risks, and documentation integrity across billion dollar investments.
  • Provide knowledge transfer

Qualifications

  • Any of the following combinations of completed education and experience in information technology or a related field, including three years of experience in a supervisory or management role.
  • Master’s degree and five years of experience, including three years of experience in a management capacity
  • Bachelor's degree and seven years of experience, including three years of experience in a management capacity
  • Knowledge of project management, business analysis, product/service ownership/management and coordination practices, including resource allocation.
  • Knowledge of budget management.
  • Knowledge of IT Service Management.
  • Knowledge of current trends relating to IT work in public agencies.
  • Knowledge of technology change management practices.
  • Leadership skills to gain the trust of team members that are not direct reports, encouraging collaboration for successful business-oriented outcomes.
  • Analytical skills to effectively evaluate project/analysis strategies, risks, issues, actions and dependencies. 
  • Problem solving skills to resolve misunderstandings and to meet project and service objectives.
  • Ability to collaboratively define and articulate clear priorities and strategic direction.
  • Ability to provide mentorship and coaching to team members.
  • Ability to listen effectively and demonstrate that others are being heard.
  • Ability to define and negotiate resources for projects and services, resource planning to allocate for project and service success.
  • Ability to manage conflict with a focus on business outcomes and value.
