Responsibilities

JOB PURPOSE

The Associate, Regulatory Reporting and Permitting will manage and perform regulatory reporting and permitting requirements associated with Pattern's transmission and generation development and operations business, including FERC, DOE, ISO/RTOs, PUCs, and other local and state/provincial agencies with jurisdiction over Pattern's development and operating assets in the United States and Canada. This role will provide Subject Matter Expertise regarding regulatory requirements as it relates to compliance reporting, registrations, authorizations and permitting throughout a project lifecycle, including advising at development, construction and operations. This position requires advanced knowledge of generation interconnection, transmission, and energy regulatory frameworks and requirements.

KEY ACCOUNTABILITIES

  • Advises Pattern Operations and Development on interconnection of generation and transmission requirements. Oversee asset registration and permitting at FERC, DOE, RTO/ISOs, and other local/state or provincial regulators to support Development goals and milestone schedules.
  • Manage the timely preparation and filing of all routine and non-routine reports, registrations, permit applications, and other filings with federal, state, and local regulatory agencies or energy markets or transmission operators
  • Support Risk Assessment & Controls - Assist in conducting compliance risk assessments and documenting mitigation plans. Support monitoring activities to ensure adherence to internal controls and regulatory requirements. Track identified control gaps and support remediation efforts through to resolution.
  • Conduct continuous review of reporting and permitting processes and provide recommendations to improve and streamline such processes (e.g., EQR and EIA reporting).
  • Performs research and monitors new and/or changed regulations impacting Pattern regulatory permits, registrations and reporting.
  • Assess compliance systems and automation to support management and timely filing of regulatory reports, registrations, permits and onboarding at the RTO/ISOs and other power markets
  • Support Responses to regulatory entities in Requests for Information, Audits, etc.
  • Build strong relationships and collaborate with internal stakeholders in efforts to develop streamlined processes for regulatory reporting, permitting and registrations
Qualifications

EXPERIENCE/QUALIFICATIONS/EDUCATION REQUIRED

  • Bachelor's degree from an accredited college or university
  • At least 8 years of experience with direct experience in regulatory compliance, audit, legal or risk management within the power market; preferably experience in FERC and RTO/ISO compliance
  • Strong knowledge in regulatory compliance frameworks and requirements
  • Ability to manage multiple projects and deadlines
  • Strong organizational and documentation skills
  • Strong attention to detail
  • Ability to collaborate cross-functionally with other departments (including Settlements)

The expected starting pay range for this role is $90,000 - $122,000 USD. This range is an estimate and base pay may be above or below the ranges based on several factors including but not limited to location, work experience, certifications, and education. In addition to base pay, Pattern's compensation program includes a bonus structure for full-time employees of all levels. We also provide a comprehensive benefits package which includes medical, dental, vision, short and long-term disability, life insurance, voluntary benefits, family care benefits, employee assistance program, paid time off and bonding leave, paid holidays, 401(k)/RRSP retirement savings plan with employer contribution, and employee referral bonuses.
