Job description

The candidate must reside within the following county(s) within Region 8: Bexar, Kerr, Bandera, Gillespie, Kendall, Comal, Guadalupe, Frio, La Salle, Atascosa, Wilson, Karnes, Victoria, De Witt, Lavaca, Calhoun, Jackson, Val Verde, Edwards, Real, Kinney, Uvalde, Medina, Maverick, Zavala and Dimmit County. The residency requirement may be waived for a highly qualified candidate.

PRIMARY FUNCTION/RESPONSIBLITY

The QA Analyst serves as the organization's senior subject matter expert in child safety, risk management, quality assurance, and case practice. This position provides strategic consultation to executive leadership, directors, supervisors, and permanency specialists to promote consistent, high-quality decision-making that ensures the safety, permanency, and well-being of children and families.

Working with a high degree of independence, the QA Analyst evaluates complex and high-risk child cases, identifies systemic trends for impacts to outcomes, interprets policy and regulatory requirements, and develops recommendations that strengthen organizational performance, improve case practice, and support compliance with state and federal standards as well as contract requirements. The position plays a critical leadership role in advancing a culture of continuous quality improvement, accountability, and evidence-informed practice.

ESSENTIAL DUTIES AND RESPONSIBILITY

Strategic Oversight

• Serve as the organization's primary consultant on child safety, risk management, and complex case practice by providing consultation, guidance, and recommendations to executive leadership, program staff, and cross functional teams.

• Partner with executive leadership to identify organizational risks, emerging trends, and opportunities for continuous improvement.

• Lead and coordinate initiatives that improve service delivery, operational efficiency, compliance, and child welfare outcomes by establishing objectives, monitoring progress, and evaluating results.

• Provide strategic recommendations to strengthen organizational policies, procedures, and practice standards, enhancing compliance and improving operational effectiveness.

• Support organizational readiness for accreditation, contract monitoring, licensing reviews, and external audits.


Child Safety and Risk Management

• Conduct comprehensive reviews of child welfare cases, including high-risk, complex, sensitive, and high-profile cases.

• Conduct comprehensive reviews of SJRC program files for compliance.

• Evaluate child safety, risk factors, protective capacities, and critical decision points to ensure appropriate case practice.

• Provide advanced consultation regarding safety planning, risk mitigation, and permanency decision-making.

• Review designated cases requiring executive-level approval to ensure safety concerns have been appropriately addressed.

• Identify systemic safety concerns and recommend corrective actions that reduce organizational risk and improve child outcomes.


Quality Assurance and Program Evaluation

• Monitor compliance with agency policy, state and federal regulations, contractual requirements, and professional standards.

• Conduct program evaluations, case reviews, and operational assessments to measure effectiveness and identify opportunities for improvement.

• Analyze qualitative and quantitative data to identify trends impacting organizational performance, child safety, and outcomes.

• Develop written reports, executive summaries, dashboards, and recommendations for senior leadership.

• Assist leadership in establishing performance indicators, monitoring systems, and quality assurance methodologies.


Consultation and Technical Expertise

• Provide advanced technical consultation to executive leadership, directors, supervisors, and permanency specialists regarding policy interpretation, complex case management, and best practices.

• Interpret state and federal legislation, judicial mandates, licensing requirements, and agency policies.

• Recommend improvements to organizational practices based on case analysis, regulatory changes, and emerging child welfare trends.

• Serve as a recognized subject matter expert during multidisciplinary case consultations and organizational initiatives.


Training and Professional Development

• Design, develop, and facilitate training programs that strengthen staff competencies in child safety, risk assessment, critical thinking, policy implementation, and case practice.

• Mentor supervisors and staff through consultation, coaching, and individualized professional development.

• Identify organizational training needs and collaborate with leadership to develop workforce development strategies.

• Promote a culture of learning, accountability, and continuous improvement.


Stakeholder Engagement

• Represent the organization in meetings with governmental agencies, community partners, judicial stakeholders, advocacy organizations, and multidisciplinary teams.

• Foster collaborative relationships that improve communication, coordination, and service delivery.

• Present findings, recommendations, and program updates to internal and external stakeholders.

• Participate in committees, workgroups, and strategic initiatives that advance child welfare practice.


Organizational Leadership

• Lead special projects that support organizational priorities, legislative initiatives, and strategic objectives.

• Develop tools and methodologies that improve monitoring, compliance, and program effectiveness.

• Assist leadership in evaluating existing programs and identifying opportunities for innovation and service enhancement.

• Provide leadership during organizational change initiatives and implementation of new policies or procedures.

• Perform additional responsibilities as assigned in support of organizational goals.


QUALIFICATIONS

Required:

• Bachelor’s degree from an accredited college or university in Social Work, Human Services, Psychology, Criminal Justice, Public Administration, or related field.

• Minimum of five years of progressively responsible child well-being experience.

• Demonstrated experience conducting complex case reviews, quality assurance, risk management, or program evaluation.

• Experience interpreting child welfare policy, licensing standards, and regulatory requirements.

• Experience providing consultation and technical assistance.

• Five years’ experience using Texas State systems such as IMPACT and One Case.

• Proficient in Microsoft Office applications.

Preferred:

• Master’s degree from an accredited college or university in Social Work, Public Administration, Human Services, or related discipline.

• Supervisory or leadership experience preferred.

• Minimum of seven years of progressively responsible child well-being experience.

Certifications/Licenses/Registrations:

• Valid Texas Driver’s License, safe driving record, ability to provide own transportation and proof of current automobile insurance.

Training/Licensure/Certifications as required by SJRC Texas/Belong.


PHYSICAL/MENTAL REQUIREMENTS AND INFORMATION

• Ability to remain seated for extended periods while performing computer-based work, reviewing documents, analyzing data, and completing administrative tasks.

• Moderate to heavy lifting up to 60 pounds.

• Ability to operate standard office equipment and use computer systems, software applications, and virtual communication platforms for extended periods.
