Job Overview
The Safety and Risk Manager (SRM) is responsible for developing, implementing and maintaining a safety program that aligns with regulatory systems, contract strategies and organizational policies and procedures. The purpose of the SRM is to protect the people, the environment, property, financial and other company and customer resources. The incumbent advises on changes and their implementation and provides training, tools and techniques to enable others to achieve safe work practices and environments. This position is designed to establish and maintain a strong safety culture through awareness and commitment, while mitigating risk factors, for operations and maintenance; logistics and transportation; construction; and all supporting contract departments.
Responsibilities
Essential Job Duties:
  • Develops and implements a safety program that aligns with OSHA, DOT and Federal guidelines.
  • Plans and assigns work, implements policies and procedures, and makes recommendations in improvement for departmental teams associated with safety and risk, i.e. records management, standard operating procedures, reliability management, best practices, and working conditions.
  • Acts as primary point of contact for all safety and risk related issues.
  • Establishes and maintains a strong safety culture and continuous focus at all levels of the organization through education, awareness, recognition, etc.
  • Leads proper execution of key safety processes, including incident investigations, near miss reports, training, recordkeeping, trend analysis, Smith systems, New Hire Orientation, After Action Reviews/Reports, job hazard analyses, etc.
  • Leads preparation and participation in compliance audits; ensures ongoing compliance with processes, policies, recordkeeping, reporting, etc.
  • Effectively and actively utilizes online safety records management database to manage incident, near miss and training records.
  • Ensures full compliance with Federal Motor Carrier Safety Administration (FMCSA) regulations, as applicable to company operations.
  • Maintains and monitors Driver Qualification Files to ensure compliance with DOT requirements, including medical certifications, licenses (CDL), driving records, and annual reviews.
  • Executes data-driven programs and analyses that identify, measure and monitor risk and safety exposures.
  • Ensures compliance with TCEQ and all applicable federal, state, and local environmental regulations, including air, water, waste, and hazardous material management requirements.
  • Assists with development, implementation, and maintains environmental programs, including spill prevention, stormwater management, waste minimization, and pollution prevention initiatives.
  • Assists the primary point of contact for environmental matters, coordinating with regulatory agencies and internal stakeholders.
  • Oversees proper handling, storage, transportation, and disposal of hazardous and non-hazardous waste in accordance with regulatory standards.
  • Develops, implements and manages an emergency response program for each department.
  • Develops and presents senior management level presentations as well as contract information at all hand's meetings.
  • Dedicates 40%+ to field time for education and inspection opportunities.
  • Monitors and educates subcontractor on site safety plans for compliance.
  • Administers and manages the Workers' Compensation program, ensuring compliance with applicable laws, policies, and reporting requirements.
  • Coordinates timely reporting, investigation, and documentation of workplace injuries and illnesses.
  • Works closely with Human Resources, supervisors, insurance carriers, and third-party administrators to manage claims from initiation through closure.
  • Develops and manages return-to-work and modified duty programs, facilitating safe and timely reintegration of employees.
  • Monitors claims trends and costs, identifying opportunities for proactive risk reduction and cost containment.
  • Ensures proper documentation and recordkeeping for all claims, maintaining audit-ready files.
  • Provides guidance and training to supervisors on injury reporting, claim procedures, and early intervention strategies.
  • Conducts root cause analysis of injuries and collaborates with operations to implement corrective and preventive actions.
  • Proactively manages and supports transportation and fleet safety programs through a Driving Improvement System using relevant tools and resources.
  • Efficiently and effectively coordinates multiple tasks and/or projects simultaneously.
  • Provides clear and decisive written and oral communication.
  • Establishes and proactively maintains a collaborative relationship with the customer and their ESH counterparts.
  • Maintains a high degree of professionalism and works well with all levels of the organization.
  • Operates Government and company-owned motor vehicles.
  • Adheres to established company safety personnel and standard operating procedures and policies.
  • Performs other duties as assigned.

Job Requirements
Mandatory:
  • Bachelor's degree in Environmental or Safety or a related field or 6+ years of experience in a safety leadership role.
  • A minimum of 6 years of progressive practical experience in safety and/or risk management.
  • 60 Hours of OSHA Safety trainings with completion certificates in Construction Safety and Health and Industry Safety and Health.
  • At least 3 years of experience directly managing a team.
  • U.S. Citizenship.
  • Familiarity with DOT regulations and guidelines
  • Ability to obtain and maintain the required intelligence community level clearance.
  • Ability to pass pre-hire background and drug screen.
  • Valid state independent driver's license with a suitable driving record.
  • Ability to lift 50 pounds.

Working Conditions:
  • Work may be performed both indoors and outdoors. Outdoor work is subject to extreme temperatures and inclement weather conditions and other conditions determined by the nature of the job.
  • Tasks may be performed on uneven, inclined, hard, and cement structures and surfaces.
