Job description

The Senior Land Development Manager is responsible for managing assigned land development and new-construction projects from initial feasibility and pre-acquisition due diligence through entitlements, engineering, permitting, horizontal development, vertical construction, and final project closeout.
This position serves as the organization's land-development subject-matter expert and Project Manager for assigned development projects. The Senior Land Development Manager is accountable for coordinating the people, information, approvals, contracts, budgets, schedules, and resources necessary to move projects from acquisition through successful completion.
This position has no direct reports and operates through strong project leadership, technical knowledge, communication, coordination, and accountability. The Senior Land Development Manager works in close partnership with the Site Superintendent, with each role maintaining distinct areas of responsibility.
The ideal candidate combines land-development expertise, practical construction knowledge, financial discipline, strong municipal and consultant relationships, and the ability to solve complex development and construction problems quickly.

Qualifications
  • Significant experience in land development, civil/site construction, construction project management, or a related discipline.
  • Demonstrated experience managing projects from feasibility through construction.
  • Strong understanding of civil engineering plans, grading, drainage, utilities, surveying, and geotechnical considerations.
  • Experience navigating zoning, entitlements, municipal approvals, and permitting.
  • Pennsylvania land-development experience strongly preferred.
  • Familiarity with Pennsylvania municipal zoning and SALDO requirements preferred.
  • Experience with PennDOT/HOP processes preferred.
  • Knowledge of NPDES, stormwater, erosion and sediment control, and conservation-district requirements.
  • Experience coordinating engineers, surveyors, consultants, contractors, municipalities, and regulatory agencies.
  • Working knowledge of residential and/or commercial vertical construction.
  • Strong project-management, budgeting, scheduling, and cost-control capabilities.
  • Ability to read and interpret civil, architectural, structural, and construction documents.
  • Strong negotiation and problem-solving abilities.
  • Ability to manage multiple projects and competing priorities.
  • Strong written and verbal communication skills.
  • Willingness to perform other duties as assigned or needed.
