Job Summary

The FHV Evaluation Student Worker exists to assist the Family Home Visiting (FHV) Evaluation Unit staff with the evaluation of Minnesota Family Home Visiting programs, by collecting and analyzing data and developing reports. Additionally, this position will assist FHV Section staff in the planning, coordination, and execution of activities to support the quality and sustainability of home visiting in Minnesota.

Primary Responsibilities:

• Assist with the evaluation of Minnesota Family Home Visiting programs, by collecting and analyzing data, and developing reports.
• Assist in the planning, coordination, and execution of activities to support the quality and sustainability of home visiting in Minnesota. 

This position is part-time and will work up to 20 hours per week. The specific hours and days of work are flexible within the hours of 8:00 a.m. to 4:30pm, Monday through Friday. This position is anticipated to last through May 31, 2027, or until the selected candidate completes their educational program, whichever occurs sooner. 

In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota or in a bordering state within 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state. 

Qualifications

Minimum Qualifications

• Completion of two years of post-secondary education and current enrollment in a Masters or Doctorate program. 
• Student Worker Eligibility: To be eligible for appointment as a Student Worker Paraprofessional Senior you must be enrolled in a post-secondary or graduate program or plan to enroll within three months. Students may be "off" for the summer or for one semester/quarter and remain employed as a student worker, but such absences cannot exceed one semester/quarter in a year. If you are enrolled at a credit-granting institution you must carry at least six semester/nine quarter credits. If enrolled at a non-credit granting institution or one that only offers one credit per class, you must be taking two or more classes per semester/quarter. Any lesser credit (class) load will be treated as a semester/quarter off. Graduate students must be enrolled in at least two courses or making progress on a dissertation. You will be asked to complete an Educational Verification form prior to appointment.

Minimum Qualifications to be assessed at interview:

• Proficiency with standard office computer applications (Word, Excel, PowerPoint, Power BI) and ability to learn how to use additional applications and platforms such as REDCap.
• Knowledge of basic descriptive and inferential statistical methods, and their applications and limitations, sufficient to select and use appropriate procedures and interpret results. 
• Time management skills and ability to work independently; ability to plan, organize, and prioritize tasks and projects.
• Active learning skills including asking questions, searching for information, reading relevant literature, and seeking out and attending training opportunities. Ability to apply new concepts and learn new technologies. 
• Basic data management and analysis skills in at least one statistical analysis package, such as SAS, R, Stata or SPSS.

Preferred Qualifications

• Strong verbal and written communication skills to prepare reports; create technical documents; prepare and deliver presentations; collaborate on projects; and establish and maintain good working relationships with others. 
• Ability to interpret quantitative and qualitative data, and present data to lay and technical audiences in a meaningful manner, using data visualizations and other tools and techniques.
• Ability to conduct literature searches and identify reliable sources of information.
• Ability to follow federal and state laws pertaining to data practices and data protection, and state agency policies and procedures for data security and retention.
• Ability to work effectively as part of an interdisciplinary team and with colleagues of diverse backgrounds.

Additional Requirements

• This position requires successful completion of a background check and employment reference check.
