Job description

The Division of Administration provides overall leadership and administrative support for all Divisions. The Division includes the Office of Director, Communications, Fiscal, Human Resources, IT, Legal and Legislative Affairs.
Senior Budget Analyst Job Duties
• Operates with considerable independence; responsible for identifying issues, investigating discrepancies, and resolving financial problems while supporting agency fiscal operations.
• Develops, manages, and monitors operating, capital, and grant budgets to ensure compliance with state and federal requirements and alignment with approved spending plans.
• Develop, manage, and monitor program budgets, including allotments, cash flow, appropriations, expenditures, and encumbrances to ensure spending remains within approved targets.
• Develop grant budgets; perform fiscal monitoring of approved grants; maintain quarterly and annual federal and state financial reporting; and complete grant closeout procedures.
• Ensure accurate entry of fiscal data into systems including Ohio Buys, Pcard Reconciliation Portal, OAKS, and federal systems such as ASAP
Preferred Qualifications:
• Experience with public sector budget and grant funding requirements
• Experience with financial systems (e.g., Ohio Administrative Knowledge System (OAKS), Business Intelligence (BI), Ohio Buys, Pcard portal)
• High level of accuracy and attention to detail when reviewing financial data, coding, compliance requirements, and reporting.
• Proficient in excel for reporting and financial analysis
• Ability to work independently with minimal supervision

Qualifications
4 yrs. experience in budgeting that included fiscal management & control involving use of quantitative/statistical analysis (e.g., probability statistics, linear regression, multiple variable regression, computer assisted regression analysis models, trend analysis, forecasting cost benefit analysis).
-Or completion of undergraduate core program in accounting, public finance, public administration or business administration; 24 mos. exp. in fiscal management & control involving use of quantitative/statistical analysis (e.g., probability statistics, linear regression, multiple variable regression, computer assisted regression analysis models, trend analysis, forecasting cost benefit analysis).
-Or completion of graduate core program in accounting, public finance, public administration or business administration; 12 mos. exp. in fiscal management & control involving use of quantitative/statistical analysis (e.g., probability statistics, linear regression, multiple variable regression, computer regression analysis models, trend analysis, forecasting cost benefit analysis).
-Or 12 mos. exp. as Budget Analyst, 63261.
-Or equivalent of Minimum Class Qualifications for Employment noted above.
