Integrated Business & Technical Consultants, Inc. IBTCI serves government agencies, private sector companies, and several donor agencies. IBTCI specializes in monitoring, evaluation, research, and learning (MERL) and institutional support across many areas and sectors including, but not limited to, conflict and crisis, democracy and governance, agriculture, economic growth, food security, education, environment, and global health.

Position Title: Senior Data Manager/Analyst (Two Positions)

Department: Monitoring, Evaluation, Research, and Learning

Location: US-based with possible travel

Reports To: Senior Technical Director

Type: Long-term (Full-time)

Citizenship: U.S. Citizen

Clearance Required: Ability to obtain Secret clearance

Overview: IBTCI is seeking a Senior Data Manager/Analyst to lead data systems, analytics, and visualization for an upcoming large-scale MEL program to support the U.S. Department of State (EUR/ACE).support contract for the U.S. Department of State (EUR/ACE). This role will support both project-level monitoring and meta-level portfolio analytics, including management of the SPARK Salesforce database. The role will ensure that data systems generate accurate and timely evidence to support accountability, demonstrate return on investment, and inform strategic decision-making aligned with U.S. foreign policy priorities.

General Duties and Responsibilities:

The Senior Data Manager/Analyst will:

  • Lead data management, cleaning, validation, and standardization processes.
  • Manage SPARK/Salesforce database.
  • Design and maintain interactive dashboards and data visualization products to support both technical and non-technical stakeholders.
  • Conduct quantitative analysis across projects, portfolios, sectors, and countries.
  • Lead and coordinate quarterly data calls with implementing partners, ensuring timely collection, validation, and integration of data into reporting systems.
  • Integrate qualitative and quantitative datasets for meta-analysis.
  • Support development of indicators, baselines, and targets.
  • Support development and operationalization of Performance Indicator Reference Sheets (PIRS).
  • Develop and maintain standardized data protocols to enable aggregation and comparability across countries, sectors, and programs.
  • Provide data support for evaluations, ROI analyses, and reporting.
  • Ensure compliance with Department of State data governance, cybersecurity, privacy, and records management requirements, including handling of PII data.
  • Ensure compliance with DoS MEL policies (18 FAM 301.4).

Minimum Education/Experience:

  • Master’s degree in data science, statistics, economics, or related field.
  • Minimum 7 years of experience in data analytics and MEL systems.
  • Experience with SPARK/Salesforce database management.
  • Experience with data processing and visualization tools.
  • Experience managing large datasets.
  • Strong analytical and problem-solving skills.
  • Experience working with U.S. Government agencies, preferably the Department of State or similar foreign assistance programs.
  • Demonstrated sectoral expertise across one or more EUR/ACE priority sectors, including security sector assistance (e.g., law enforcement, border security, counter-narcotics, counterterrorism), economic growth and trade, energy and critical minerals, democracy and governance, public diplomacy, agriculture, or humanitarian assistance.
  • Ability to obtain Secret clearance.
  • U.S. Citizenship required.


Preferred Experience:

  • Experience supporting portfolio-level analytics, meta-evaluations, or cross-sector data synthesis.
  • Experience with Tableau, Power BI, or similar tools.
  • Experience in Ukraine.
  • Experience in the countries of Central Asia, Eurasia, Balkans, and/or Greenland.

Work environment: The position is based in the United States with possible travel to the target regions.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: Travel outside of the U.S. might be required.

The anticipated pay range for this position is $85000- $115,000 USD annually.
