Part-Time Project Manager


The Part-Time Project Manager is responsible for providing part-time contract management, operational oversight, and coordination support for warehouse management, maintenance, inventory accountability, emergency response readiness, and equipment support services performed in support of the United States Environmental Protection Agency (EPA) Region 6.
This position serves as the contractor’s primary management representative for daily contract oversight and coordination with Government personnel, ensuring performance requirements, operational readiness standards, reporting requirements, and compliance obligations are maintained in accordance with the Performance Work Statement (PWS).
The Project Manager provides management support for warehouse operations, maintenance coordination, quality control, staffing oversight, readiness exercises, safety compliance, and customer support activities associated with EPA emergency response operations.

EPA Region 6 Training / Conference Center (Addison Warehouse) Addison, Texas
Position may require occasional travel in support of operational requirements, readiness exercises, equipment deliveries, or emergency response coordination.

Primary ResponsibilitiesContract Oversight & Management
• Provide overall part-time management oversight for contract operations and personnel.
• Serve as the primary contractor point of contact for Government representatives.
• Monitor contract performance to ensure compliance with contractual requirements and EPA policies.
• Coordinate staffing coverage and operational support requirements.
Warehouse & Logistics Operations
• Oversee warehouse management and operational readiness activities involving Government-owned vehicles, trailers, equipment, and emergency response assets.
• Monitor inventory accountability, equipment tracking, maintenance scheduling, and calibration requirements.
• Coordinate shipping, receiving, equipment delivery, and logistics support operations.
Maintenance & Equipment Coordination
• Coordinate preventive maintenance and repair activities for vehicles, trailers, generators, scientific equipment, and related support assets.
• Monitor maintenance records, service schedules, calibration requirements, and repair coordination activities.
• Coordinate vendor support and maintenance services as required by the contract.
Safety, Quality & Compliance
• Ensure contractor personnel comply with OSHA, EPA, workplace safety, and environmental compliance requirements.
• Assist with implementation and oversight of the contract Quality Management Plan (QMP) and Health & Safety Plan.
• Support corrective action tracking and issue resolution.
Reporting & Administrative Support
• Prepare and submit required contract reports and operational documentation.
• Maintain communication with Government personnel regarding operational status and contract performance.
• Support invoice review, staffing documentation, and operational reporting requirements.Minimum Qualifications

• Minimum of 5 years of experience supporting Federal contracts, logistics operations, warehouse management, maintenance operations, emergency response support, or project management functions.
• Experience managing or coordinating contractor personnel and operational activities.
• Strong organizational, communication, and leadership skills.
• Experience with inventory accountability systems, logistics coordination, and maintenance tracking.
• Proficiency with Microsoft Office Suite, E-mail, spreadsheets, and web-based tracking systems.
• Valid driver’s license required.
• Ability to obtain and maintain EPA facility access and security requirements.

Preferred Qualifications

• Experience supporting EPA, FEMA, DoD, or emergency response-related contracts.
• Familiarity with OSHA regulations, HAZWOPER standards, environmental response operations, and Government property accountability procedures.
• Experience supporting warehouse operations involving scientific or technical equipment.
• CDL preferred but not required.

Physical Requirements

• Ability to work in warehouse, office, and field support environments.
• Ability to occasionally lift and carry items weighing up to 75 pounds.
• Ability to support emergency response readiness activities when required.

Security Requirements

Must successfully complete all EPA-required security screening, badging, and background investigation requirements prior to performing work under the contract.
