Project Overview:
Bechtel executes complex nuclear projects supporting the design, licensing, procurement, and construction of commercial nuclear power facilities and advanced reactor technologies. As an Engineering, Procurement, and Construction (EPC) contractor, Bechtel is responsible for developing safety-focused, regulatory-compliant designs and delivering high-quality engineering solutions across balance of plant and supporting nuclear systems.
Projects may include first-of-a-kind or next-generation nuclear technologies, such as AP1000 pressurized water reactors, small modular reactors (SMRs), and other advanced reactor designs, requiring rigorous licensing integration, configuration management, and collaboration with customers, regulators, and technology suppliers.
Licensing personnel play a critical role in ensuring that engineering, design, and construction activities align with applicable regulatory frameworks, safety requirements, and project objectives. These efforts directly support the safe, efficient development of modern nuclear infrastructure and long-term clean-energy generation.
Job Summary:
The Senior Licensing Engineer I leads the development and integration of licensing deliverables across assigned technical areas. This role drafts major sections of licensing documents, ensures regulatory compliance, supports engineering decision-making, and provides guidance to junior licensing staff. The position reports to the Licensing Supervisor and collaborates extensively with engineering, project management, and regulatory stakeholders.

Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership". #LI-EH1
Major Responsibilities:
  • Lead authorship of safety analysis report chapters, topical reports, white papers, and compliance evaluations with minimal oversight.
  • Ensure licensing deliverables accurately reflect technical design changes and maintain alignment with the licensing basis.
  • Lead configuration management and licensing change control for assigned scope areas.
  • Evaluate and communicate regulatory risks, uncertainties, and alternatives; propose mitigation strategies.
  • Coordinate with engineering, construction, procurement, and other specialties in resolving licensing issues.
  • Participate in or present portions of regulatory meetings, audits, and technical discussions.
  • Provide peer review and quality assurance for licensing products generated by junior engineers.
  • Develop scopes, evaluation criteria, and requisitions for technical support services.
  • Track schedule impacts, prepare progress reports, and support cost and schedule planning.
  • Identify improvements to licensing processes, procedures, and project workflows.
  • Serve as a technical resource for interpreting regulatory requirements and integrating them into design.
  • Support coaching, onboarding, and mentoring of early-career licensing staff.

Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) or advanced degree in Engineering or related technical field and 5-8 years of relevant experience

Required Knowledge and Skills:
  • Supervisory or lead experience on large technical projects preferred.
  • Ability to obtain security clearance.
  • Strong understanding of national and international nuclear regulatory frameworks.
  • Ability to independently interpret ambiguous requirements and develop technically defensible positions.
  • Experience with NRC/DOE regulatory processes (e.g., licensing amendments, 10 CFR 50.59-type evaluations).
  • Ability to present technical and regulatory topics clearly to internal and external audiences.
  • Knowledge of AP1000 design or complex nuclear systems highly desirable.
  • Demonstrated ability to lead portions of project licensing scope.
