The Position       This Staff Services Analyst I/II position supports the operations of Public Health Administration, Opioid Prevention and Health Education program, and the Therapeutic Child Care Center within the Public Health Services Division of the Health and Human Services Agency (HHSA). The incumbent will provide specialized support for a variety of administrative functions that support the overarching organizational systems of the division and project support functions focused on Public Health Accreditation and other projects that arise. Responsibilities may include onboarding and offboarding of all Public Health staff and volunteers including managing equipment inventory, ensuring all compliance training requirements are met, and coordinating workspace and system access provisioning; supporting the administrative contracts of the division by facilitating the contract process, coordinating with contractors on deliverable reporting and contract compliance, creating budgets and processing budget revisions based on programmatic allowable expenditures, and tracking and reporting on contract expenditure status; oversee the development and maintenance of the Public Health Share Point site including organizing document libraries, managing user permissions, and standardizing division-wide file architecture to optimize internal communications, processes and procedures; support Public Health Accreditation by coordinating documentation collection, maintaining compliance evidence logs, and aligning division workflows with Public Health Accreditation Board (PHAB) standards.

In addition, the incumbent may provide functional direction, training, and guidance to support staff to help ensure the timely and accurate completion of team responsibilities. The ideal candidate will be a self-starter, detail-oriented, adaptable, and creative professional with foundational analytical, organizational, and technical skills. They will be expected to manage competing priorities, research and resolve knowledge gaps, exercise sound judgment, and establish effective working relationships while working both independently and collaboratively.

Memorandum of Understanding (MOU) Agreed Winter Time Off: 32.0 hours of Winter Time Off POSITION REQUIREMENTS Experience and Education: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Staff Services Analyst I ($45.60 - $54.39 Hourly) Experience: No related experience is required

Education: A Bachelor's degree from an accredited college or university with major coursework preferably in business administration, public administration, systems analysis, accounting, or related field. (Responsible supervisory or higher-level experience performing a variety of difficult analytical work, which includes the independent research, analysis, and preparation of reports, in any of the following areas: administrative, management, personnel, fiscal, budgetary, or data processing may be substituted for the required education on a year-for-year basis.) Staff Services Analyst II ($50.10 -$59.69 Hourly) Experience: One year of experience performing administrative management, personnel, fiscal, budgetary, staff development, or data processing analysis work, including the preparation of recommendations and reports, or one year of experience as a Staff Services Analyst I. Education: Equivalent to graduation from college with major course work in business administration, public administration, systems analysis, accounting, or related field

For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
