Position Title: Proposal Manager

Location: Washington, D.C. | Part-Time | Contract

We are seeking a part-time Proposal Manager who will be charged with managing the proposal process for Cybervance bids and proposals. The manager will also support Cybervance's direct participation in bids coordinated by teaming partners. Reports directly to the Director of Business Development.

Responsibilities

  • Maintain and use the Cybervance proposal library to rapidly develop fully compliant and responsive RFI, Sources Sought, RFP, RFQ, TO, TOPR and commercial responses and proposals.
  • Coordinate all (end-to-end) proposal team actions and tasks to ensure proposals are developed, checked, and are ready for submission using the Cybervance color review process. Lead kick-off meetings, storyboarding, coaching sessions, draft reviews, and final Q/A leading proposal submission.
  • Work closely with capture managers, program staff, SMEs, and other team members to identify requirements and develop requirements compliant proposal approaches including win themes, past performance citations, and solution elements early in the proposal process. Develop and execute proposal specific proposal/response drafts, reviews, edits, quality assurance, and submission ready documents.
  • Draft, edit, and update proposal content with careful attention to schedule, connections across the proposal (e.g., aligning messaging across technical, management and past performance proposal elements).
  • Coordinate team preparations for oral/demonstration proposals working closely with the capture manager and key staff/presenters.

Required Skills & Qualifications

  • Bachelor's degree in marketing, business, communication, or English.
  • At least five years of experience serving as a senior proposal development manager. Certification as an APMP (Association of Proposal Management Professionals) desired. However, practical experience serving as a successful proposal coordinator or manager is more important than the type of degree.
  • Superb attention to detail, writing skills, and team leadership skills to ensure error-free, compliant, and winning proposal development.
  • Demonstrable performance track record including potential work samples, process development, proposal library management, and win rates versus bids.
