The Position
Under the general direction of the Assessment District Manager or full-time staff, the Part-Time Landscape Inspector assists with the inspection, administration, and execution of contract landscape maintenance district operations as assigned for quality of work, conformance to specifications, and safety. This person works under supervision and/or independently on tasks that require experience in landscape and/or irrigation maintenance. In addition, this position responds to public inquiries for service, and information, and for updating and maintaining the City's landscape e-feedback system caseload. Incumbents may not be assigned all related duties listed below and may be assigned duties that are not listed below. This position will not exceed 1,000 hours per fiscal year.
This recruitment is open on a continuous basis and may close at any time, with or without notice.
Examples of Duties
  1. Reviews landscape district projects, monitors and evaluates their condition, quality, appearance, and conformance to City standards and overall maintenance status. Typical observations are made regarding proper irrigation operation and management, turf care, site trimming and detail, trash/debris clean-up, pest, disease and weed control. Monitors the condition of the infrastructure and identifies elements that need to be replaced before failures lead to plant damage whenever possible.
  2. Performs maintenance of landscape including but not limited to watering, trimming (shrubs and trees), clearing of weeds, and irrigation repairs.
  3. Tests/tracks irrigation systems for proper function of all irrigation components and record information.
  4. Troubleshoots, repairs, and install sprinklers, underground lines, valves, track wires, and installs controllers.
  5. Sets control clocks and monitors watering schedules.
  6. Sprays chemicals for weed control. Understand and complies with all regulatory agency requirements.
  7. Meets with landscape district contractors to supervise work status, furnish verbal and written instructions, work orders, correction lists (punch lists), requests for extra work and repairs. Review work items as completed by the contractor to verify work is complete.
  8. Evaluates, responds to, and resolves from the public regarding concerns, inquiries, requests for service and information. This may result in additional contact with the landscape district's contractors, other vendors or suppliers, as well as other City departments or outside agencies.
  9. Maintains records of work accomplished, usually involving, but not limited to, landscape punch lists and e-feedback records, photographs, reports and email communications. Review, track, and act on complaints and payment requests.
  10. Consults with supervisors on matters pertaining to complex or politically sensitive issues, or where there is no precedence for action or resolutions.
  11. Schedules, supervises and evaluates tree maintenance and removal operations within the landscape district. Keep records of all trimming and removals for future reference and inquiries.
  12. Monitors safety and traffic control by contractors
  13. Reviews and approves proposals and processes invoices for payment.
  14. Performs other related duties as required.

Desirable Knowledge Skills & Abilities
  1. Knowledge and ability in the methods, materials and operating practices used in the commercial maintenance of irrigation systems, trees, shrubs, turf and ground cover.
  2. A knowledge of plant material types, habits and growth, and their maintenance characteristics necessary to perform related maintenance duties.
  3. Knowledge of the landscape maintenance district areas, boundaries and physical layout of areas to be managed.
  4. Ability to maintain effective working relationships with the public, contractors and fellow employees.
  5. Ability to keep accurate records of work and job duties in written and digital format.
  6. Ability to work with word processing, digital images and email programs to perform job duties and tasks.
  7. Ability to perform job duties unsupervised in the field.
  8. Understanding of pesticide, pre-emergent, rodent, fertilizer and weed control materials and safety regulations.
  9. Understanding of tree types and tree care requirements, including proper pruning, removal identification, hazard and safety risk, new planting and establishment.
Highly Desirable Knowledge, Skills and Abilities
  1. Landscape design experience and skill (AutoCAD and GIS)
  2. ISA Arborist Certification
  3. Irrigation Association Certifications or equal
  4. Backflow Testing Certification
  5. Knowledge and ability in water management methods, irrigation controller programing, and central irrigation control systems.

Minimum Qualifications
Graduate from High School and five years of experience in landscape maintenance and tree care, including direction of field personnel. College level courses in Horticulture, Landscape Architecture, Agronomy, Landscape Irrigation Design or equivalent is highly desirable and may be submitted as experience.
At least three years of experience in a supervisory/lead role in a commercial/institutional landscape management or design management environment.
Physical Requirements
Work is performed in both an office environment and outdoors in the field. When outdoors, there may be exposure to rain, wind, heat and cold. This position requires the ability to exert a moderate amount of physical effort in stooping, lifting and moving of objects and materials of moderate to heavy weight (25-100 lbs.), bending, climbing or walking on slopes or uneven surfaces, standing, or exposure to vehicular traffic or common landscape chemicals. An incumbent must be able to meet the physical requirements of the class and have mobility, balance, coordination, vision, hearing and dexterity levels appropriate to the duties to be performed. The ability to safely drive a City vehicle during all job duties is required. In order to communicate with staff and the public, this position also requires effective hearing and speaking.
License & Other Requirements
Possession of appropriate California driver's license and a satisfactory driving record.
Exempt/Non-Exempt
This is a non-exempt position. Overtime at the rate of one and one half times the hourly rate of the classification is paid for hours worked in excess of 40 hours per week.
Background Check/Physical Exam
Individuals selected for employment will be required to take and pass a background check (fingerprinting) and medical exam. The background check and medical examination are at City expense; and conducted by a law enforcement agency and physician designated by the City. Candidates who are currently working are urged not to resign until they have successfully passed the background check, physical examination and received a final offer letter.

Disaster Service Worker
In accordance with Government Code Section 3100, City of Yorba Linda Employees, in the event of a disaster, are considered disaster service workers and may be asked to respond accordingly.
The City does not participate in Social Security, but rather provides an alternative retirement benefit in accordance with Internal Revenue Service regulations. Each part-time employee will automatically be enrolled in an individual MIssionSquare Retirement deferred compensation (retirement) account in which an employee must contribute 3.75% of their gross earnings and the City will contribute an additional 3.75% on behalf of the employee. Part-time employees must also contribute 1.45% of their gross earnings for Medicare coverage. No health or vacation leave benefits are provided to temporary part-time positions. Sick leave is accrued in accordance with the Healthy Workplaces, Healthy Family Act of 2014.
