Job description

THE POSITION Take on a key leadership role as the Administrative Officer 4 with the Department of Human Services (DHS). This position gives you the opportunity to drive major financial, procurement, and administrative functions that support the Bureau of Juvenile Justice Services (BJJS). You partner with statewide teams, guide committed staff, and help strengthen programs that serve youth across multiple facilities.

DESCRIPTION OF WORK This position leads financial, procurement, and administrative services that support the Bureau of Juvenile Justice Services and its statewide facilities.

The role involves supervising staff, coordinating with multiple agencies, and ensuring the accuracy of financial and operational systems. As an Administrative Officer 4, you will perform the following duties: Budget Planning: Prepare annual budget requests, analyze spending trends, and review funding needs for statewide youth facilities Procurement Oversight: Review purchase requests, approve expenditures, and monitor procurement activities to ensure fiscal accountability Financial Analysis: Develop policies, analyze financial reports, and oversee systems that support federal, state, and grant funded programs Audit Coordination: Serve as primary contact for audit activities, address financial questions, and ensure documentation meets required standards Project Management: Coordinate large-scale initiatives, work with facility staff, and manage timelines for maintenance and technology improvement projects Staff Supervision: Direct accounting, timekeeping, and purchasing teams, and provide guidance to support accurate and efficient operations Interested in learning more. Work Schedule and Additional Information: Full-time employment, 37.5 hours per week Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch. Overtime and travel as required Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania

If you are unable to telework, you will have the option to report to the headquarters office in the nearest DHS/BJJS work location closest to your county of residence. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY QUALIFICATIONS Minimum Experience and Training Requirements: One year as an Administrative Officer 3 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Six years of experience in progressively responsible and varied office management or staff work, including experience in personnel management, budgeting, or procurement; and such training as may have been gained through graduation from a four-year college or university; or Any equivalent combination of experience and training. You must be able to perform essential job functions. Legal Requirements: This position falls under the provisions of the Child Protective Services Law.
