Position Summary
The Part-Time Human Resources Manager will oversee and manage the full spectrum of human resources functions for a growing government contracting company with approximately 28 employees across multiple states. Serving as the company's primary HR resource, this position will ensure compliance with applicable federal, state, and local employment laws and regulations while providing strategic and operational support to leadership. Key responsibilities include talent acquisition and onboarding, employee relations, performance management, compensation and benefits administration, HR compliance, policy development, and organizational development.
This is a highly employee-facing position that serves as the primary point of contact for employees regarding HR policies, benefits, employment matters, and workplace concerns. The HR Manager builds trusted relationships with employees at all levels while partnering with leadership to foster a positive, compliant, and productive work environment.
Employment Status: Part-Time (20-25 hours per week, flexible schedule) Reports To: President/CEO
Essential Duties and Responsibilities
Human Resources Administration
• Manage all day-to-day human resources operations and all HR documentation.
• Develop, implement, and maintain HR policies, procedures, and the Employee Handbook.
• Maintain employee personnel files and HR records while ensuring confidentiality and data integrity.
• Administer the HRIS and ensure employee data is accurate and current.
• Recommend and implement HR process improvements and best practices that support corporate initiatives.
Recruitment, Onboarding & Offboarding
• Partner with external recruiter and hiring managers with the recruiting process.
• Coordinate applicant background checks, reference checks, and offer letters.
• Manage new hire onboarding, orientation, employment eligibility verification (Form I-9), and required employment documentation.
• Coordinate employee separations, including resignations and terminations, ensuring proper documentation, final pay coordination, benefit notifications, return of company property, system access removal, and compliance with applicable employment laws.
Employee Relations & Performance Management
• Serve as the primary HR contact for employees and managers.
• Advise leadership on employee relations matters, disciplinary actions, investigations, performance improvement plans, and conflict resolution.
• Coordinate the annual performance review process and assist with employee development initiatives.
Compensation, Benefits & Payroll
• Administer employee benefits, including all insurance plans, retirement plans, paid time off, and leave programs.
• Coordinate annual open enrollment and serve as liaison with benefit providers and brokers.
• Support payroll administration by coordinating employee changes, reviewing payroll information for accuracy, and maintaining compensation records.
Compliance & Government Contracting
• Ensure compliance with all applicable federal, state, and local employment laws and regulations across a multi-state workforce.
• Coordinate and maintain all HR compliance records.
• Administer leave programs, workers' compensation, unemployment claims, and required employment postings.
• Support compliance with federal contractor requirements, including EEO, affirmative action, VETS-4212 reporting, OFCCP requirements, Service Contract Act (SCA) compliance when applicable, and other government contracting employment obligations.
• Assist with SBA 8(a) program HR-related documentation, annual reviews, and employment records as requested.
• Maintain HR records and documentation in accordance with applicable record retention requirements and audit standards.
Training & Organizational Support
• Coordinate required compliance training and employee development initiatives.
• Advise leadership on HR best practices and recommendations regarding workforce planning, employee engagement, and organizational effectiveness.
• Participate in special HR projects and other duties as assigned.
Qualifications
Required:
• Bachelor's degree in Human Resources, Business Administration, or related field.
• Five or more years of HR experience in a generalist role.
• Experience supporting small businesses or government contractors preferred.
• Strong knowledge of employment laws, including FLSA, FMLA, EEO, ADA, and applicable state regulations.
• Experience administering employee benefits and HR compliance programs.
• Excellent interpersonal, communication, and confidentiality skills.
• Strong organizational and problem-solving abilities.
• Proficiency with Microsoft Office and HR/payroll systems.
Preferred:
• Active SHRM-CP / SHRM-SCP or PHR / SPHR certification(s).
• Experience with HRIS platforms (e.g., iSolved) and background screening vendors (e.g., Checkr or HireRight).
