Working Title: IT Specialist for System Analysis & Documentation Position Number: ****Casual Hire Hiring Unit: VP for Academic Strategy, Hawaii P-20 Partnerships for Education Location: Manoa Campus Date Posted: August 6, 2026 Closing Date: August 13, 2026; 11:59PM HST Salary: $55.00 per hour Temporary/Permanent: Temporary, Full-Time Funding: Extramural Other Conditions: Tentative start date is August 20, 2026; This position is located on Oahu and is not available for remote work. Duties and Responsibilities System Analysis and Documentation Document enterprise databases, data systems, business processes, workflows, data flows, and system architectures

Analyze and document SQL queries, stored procedures, functions, scripts, ETL processes, and related technical components. Assist in documenting data integration processes, business rules, system interfaces, and operational workflows. Develop and maintain technical documentation, data dictionaries, metadata repositories, system inventories, and standard operating procedures.

Maintain organized documentation repositories and version-controlled knowledge bases to support organizational sustainability and knowledge transfer. Data Management and Technical Support Assist with data loading, extraction, transformation, validation, and quality assurance activities using SQL and related tools. Support the preparation, organization, and validation of datasets for reporting, analytics, research, and program evaluation activities.

Assist in troubleshooting data, system, and workflow issues and documenting resolutions. Support maintenance of databases, reporting environments, and related information systems as assigned. Project and Operational Support Assist with project tracking, task management, implementation activities, testing, and operational support.

Support the preparation of reports, presentations, summaries, diagrams, and other project documentation. Coordinate with staff, vendors, consultants, and stakeholders to gather information and support documentation and analysis activities. Other duties as assigned.

Minimum Qualifications Possession of Graduation from an accredited four-year college or university with a bachelor's degree in Information Systems, Computer Science, Data Science, Information Technology, Management Information Systems, Engineering, Mathematics, Statistics, or a related field, and three (3) years of progressively responsible professional experience with responsibilities for systems analysis, database administration, database development, or technical documentation; or an equivalent combination of education and relevant experience. Considerable working knowledge of principles, practices and techniques in the area of systems analysis, database development, or technical documentation as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with system analysis, database development, or technical documentation.

Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.

Experience working with relational databases and SQL, including the ability to create and modify SQL queries and understand database objects such as views, stored procedures, and functions. Experience analyzing and documenting technical systems, business processes, data workflows, or information systems. Familiarity with database concepts, data structures, and system analysis methodologies.

Basic understanding of data integration, data pipelines, or ETL processes. Proficiency with Microsoft Office applications, particularly Excel, Word, and Visio or similar diagramming tools. Strong analytical, organizational, problem-solving, and documentation skills, with attention to detail and the ability to maintain accurate technical documentation.

Ability to communicate effectively, both orally and in writing. Ability to work independently and collaboratively in a team environment. Willingness and ability to learn new technologies, systems, and data management practices.

Preferred Qualifications Experience documenting legacy systems, business processes, technical workflows, operational procedures, or system architectures. Experience with Microsoft SQL Server, including development and optimization of complex SQL queries, stored procedures, functions, and performance tuning techniques. Experience with data integration, workflow automation, ETL/ELT tools, enterprise data pipelines, or related technologies.

Experience with reporting, dashboard development, business intelligence, data visualization, or analytics platforms. Experience with scripting or programming languages such as Python, PowerShell, R, or similar technologies. Familiarity with version control and documentation management practices, such as Git.

Knowledge of metadata management, data governance, data quality management, master data management, identity resolution, record linkage, or related enterprise data management practices. Experience working with education, workforce, research, government, or other large-scale integrated data systems. Experience supporting data governance, system modernization, knowledge management, organizational documentation, or business process improvement initiatives.
