The primary purpose of this position is to serve as aSecurity Specialist, Special Access Programs (SAP), policy development, management and Information, Physical, Industrial, Personnel, and Facility Security.Qualifications:Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in all aspects of Special Access Program (SAP) security, policy, oversight, and risk management. In addition, working knowledge across personnel, physical, and information security across all levels of classification is required.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
IDEAL CANDIDATE: In addition to the Specialized Experience statement listed above, the ideal candidate would have experience developing and implementing security policies, managing security for programs across the entire acquisition lifecycle, and representing an organization in meetings with higher headquarters and external agencies above, below, across the MAJCOM/FLDCOM level. Additionally, the ideal candidate will also be able to develop recommendations for senior leader action based on trends, analysis, and experience-based insights to support mission execution for the Department of the Air Force's highest priority programs.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Mastery of knowledge of a wide range of security specialties, concepts, principles, criteria, requirements, technology, and practices to independently manage assigned programs.
  • Extensive knowledge of AFMC's mission, functions, and structure to the unit level to ensure effective implementation and oversight of special programs security concepts, principles, and practices.
  • Comprehensive knowledge of SAP, SCI and collateral security disciplines, and governing policies, directives, instructions, and procedures, to include but not limited to DoDM 5105.21, Sensitive Compartmented Information (SCI) Administrative Security Manuals Volume 1-3, DoDM 5205.07, DoD Special Access Program (SAP) Security Manuals Volume 1-4, and Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities - IC Tech Spec-for ICD/ICS 705.
  • Comprehensive knowledge of General Supply Administration (GSA) specifications; state-of-the-art detection and surveillance systems, construction standards, automated data processing systems and other security concepts to integrate the requirements of all security disciplines into guidance for the implementation and management of the AFMC special programs information security program.
  • Expert knowledge of analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and effectively evaluate results for the effective management and completion of programs.
  • Skilled in oral and written communication methods and techniques at various levels and venues.
  • Able to effectively manage and organize various program activities and tasks, singularly and together, and familiar with administrative requirements of USAF and AFMC.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.Education:This job does not have an education qualification requirement.Employment Type: OTHER
