Fractional Project Manager

Commercial & Institutional Electrical Contracting | Washington, DC / Landover, MD


The Opportunity

Primary Enterprises is a commercial and institutional electrical contracting firm serving the DMV region since 2003. We are MBE/CBE certified and perform work for institutional clients, general contractors, and state and local government agencies.

We are seeking an experienced Project Manager on a fractional, part-time basis to cover our morning operations window. This is a defined, high-impact role for a seasoned electrical PM who wants meaningful work without a full-time commitment. Ideal for a semi-retired PM, a PM between roles, or an experienced professional building a portfolio of fractional engagements.

Schedule

Monday through Friday, approximately 7:00 AM to 12:00 PM (flexible on exact start/end, but morning coverage is the requirement, not a preference).

Our field operations are front-loaded. Mornings are when crews mobilize, GCs and clients call, coordination decisions get made, and the next day gets set up. Our Field Superintendent carries afternoon operations. This role owns the morning.

Core Responsibilities

• Morning field coordination with the Field Superintendent and crews across active projects

• Primary point of contact for general contractors and institutional clients during morning hours, including scheduled Teams and in-person project meetings

• Manage RFIs, submittals, and change order documentation

• Maintain project status and documentation in eSUB as the source of truth

• Track project schedules, identify blockers early, and escalate issues before they become problems

• Set up next-day priorities and hand off cleanly to afternoon field leadership

• Support estimating and proposal efforts as capacity allows

What We're Looking For

• Substantial commercial and/or institutional electrical project management experience

• Comfortable as the client-facing representative of the company — professional, responsive, and reliable in written and verbal communication

• Working knowledge of RFIs, submittals, change orders, and subcontractor documentation workflows

• Experience with construction project management software (eSUB, Procore, or comparable)


• Familiarity with public and institutional work in the DMV is a strong plus (UMD, Prince George's County, DC agencies, Montgomery County)

• Someone who takes ownership and does not need to be managed through the day

Engagement Terms

• Fractional / part-time, approximately 20 to 25 hours per week

• 1099 contractor engagement

• Rate negotiable based on experience

• Potential to expand hours or transition to a broader role as the company grows
