Role description:
Arcadis is seeking an experienced Alternative Delivery Construction Manager to join our Resilience Water team in Virginia Beach, Virginia. This role will support a progressive design-build flood control project that includes two large stormwater pump stations, tide gates, and additional flood protection components across four separate project locations.
The individual in this role will serve as the primary design services during construction liaison between the contractor, subcontractors, design team, and project leadership. Reporting to the Project Manager, this position will play a key role in coordinating technical reviews, resolving construction-related design questions, supporting field activities, and helping ensure the project is delivered safely, efficiently, and in alignment with client expectations.
Role accountabilities:
The Alternative Delivery Construction Manager will support the successful delivery of a major flood control project from design through active construction. This includes coordinating with contractors, subcontractors, engineers, project leadership, and client representatives to help resolve design and construction issues in a timely and practical way.
Other responsibilities include:
  • Serve as the main point of contact between the design team, contractor, subcontractors, and project manager during construction.
  • Support construction-phase services including RFIs, submittals, design clarifications, field changes, and technical issue resolution.
  • Coordinate with multidisciplinary engineering teams to review construction activities for alignment with design intent and contract documents.
  • Participate in project coordination meetings, progress discussions, site visits, and construction-related planning activities.
  • Help maintain clear project documentation, communication records, and timely follow-up on open technical and construction items.

Qualifications & Experience:
Required Qualifications:
  • 8 or more years of relevant design, construction, or construction management experience on water, stormwater, flood control, pump station, or related infrastructure projects.
  • Bachelor's degree in Civil Engineering, Environmental Engineering, Construction Management, or a closely related field.

Key Skills and Attributes:
  • Strong understanding of civil, stormwater, flood control, pump station, or water infrastructure design and construction.
  • Excellent communication skills with the ability to work effectively with contractors, subcontractors, engineers, clients, and project leadership.
  • Ability to manage competing priorities, resolve technical issues, document decisions, and support successful project delivery in an active construction environment.

Preferred Qualifications:
  • Professional Engineer license, experience with progressive design-build or alternative delivery projects, and prior experience with large pump stations, tide gates, coastal resilience, or flood protection infrastructure.
  • Experience supporting construction-phase services, contractor coordination, RFIs, submittals, change management, and field-based coordination.
