Position Summary
Under the supervision of the Assistant Public Services Supervisor, DPWS Supervisor and/or DPWS Superintendent, performs a variety of work using various pieces of equipment in the construction, operation, repair, maintenance and replacement of city water, sewer, street and storm drainage facilities and systems. Employee will also be required to participate in an on-call rotation and overtime for emergency and/or scheduled work.
Essential Job Functions
  1. Participates in various aspects of maintenance and repairs of the water distribution system including but not limited to installation; cuts, fits, lays, repairs, taps, cleans and flushes numerous size water lines; performs valve and fire hydrant maintenance, repair and installation; meter installation, reading and repair.
  2. Assists with maintenance, repair and installation of sanitary and storm sewer collection system components, which will include routine cleaning of catch basins, manholes and sewer lines; building manholes; and repairing drainage areas, etc.
  3. Conducts various aspects of street maintenance and construction, including but not limited to sweeping, salting, snow plowing and removal, remove and replace concrete, asphalt and cold patch repair, road shoulder maintenance, locating utility lines (Miss Dig), sign installation, proper use of barricades and road closure equipment, etc.
  4. Learn equipment operation and terminology of materials used in various aspects of the job.
  5. Performs seasonal jobs, such as brush and leaf pickup.
  6. Maintains daily activity and inventory records when necessary.
  7. Becomes familiar with the Miss Dig System and participate in locating city owned utilities as well as contacting the appropriate sources of gas, electric, cable and fiber optic prior to excavation.
  8. Maintenance of city buildings when necessary.
  9. Assists other city departments including city hall, police, fire and library.
  10. Installation and removal of election equipment during city elections.
  11. Works in conjunction with other entities such as Recreational Authority of Roseville and Eastpointe, Eastpointe Downtown Development Authority and civic events.
  12. Performs routine inspection, preventive maintenance, cleaning, storage of equipment and tools while reporting defects or needed repairs to supervisor or appropriate group leader.
  13. Performs all duties in conformance with appropriate safety and security standards.
  14. Takes part in training when required.
  15. Operates a variety of power construction and maintenance equipment used in the water, sewer and street projects.
  16. Performs other duties as required.

Required Knowledge, Skills, Abilities and Minimum Qualifications
Education requirements include the following:
  • Graduation from high school or GED equivalent; and
  • Two (2) years of experience relating to construction, maintenance or repair; or
  • Any equivalent combination of education and experience.

Qualifications include the following:
  • Some knowledge of equipment, facilities, materials, methods and procedures used in maintenance, construction and repair activities.
  • Valid Michigan driver's license.
  • Ability to perform heavy manual tasks for extended periods of time.
  • Ability to practice and promote a safe work environment.
  • Ability to communicate effectively verbally and in writing.
  • Ability to establish and maintain effective, positive working relationships with employees and other departments, residents and the public.
  • Ability to understand and carry out written and oral instructions.

Physical Demands and Work Environment
While performing the duties of this job, the employee regularly works in outside weather conditions. The employee frequently works near moving mechanical parts and is frequently exposed to hot or cold, wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals and risk of electrical shock.
The employee is required to stand, sit, walk, climb, use hands and fingers, talk, hear and view and create written documents. The employee uses hand strength to grasp tools and occasionally climbs ladders. The employee is frequently required to reach with hands and arms, such as to operate and repair vibrating machinery, use wrenches, hand tools, etc. and operate motorized equipment and vehicles. The employee must lift and/or remove materials of light to heavy weight (up to 50 pounds) and must push/pull heavy objects (up to 100 pounds).
While performing the duties of this job, the employee regularly works indoors and outdoors. The noise level in the work environment ranges from moderate to very loud.
