Job Description
Voluntary, part-time position. Under general supervision, assists regular Code Enforcement Officers with a variety of duties related to municipal code enforcement. Performs basic investigations and inspections of commercial, industrial, and residential properties to ensure compliance with applicable City, State, and Federal laws and regulations, and performs related duties as assigned.
Reserve Code Enforcement Officers are assigned primarily weekend shifts, including Fridays, Saturdays, and Sundays, based on departmental scheduling needs. Reserve Officers must be available to work a minimum of 30 hours per month. Hours may vary depending on operational needs, special assignments, and City events.
Essential Job Duties
Assists Code Enforcement Officers with investigations, inspections, and follow-up activities related to existing code enforcement cases involving commercial, industrial, and residential properties. Conducts field inspections to identify potential violations of City, State, and Federal laws and regulations, including zoning, property maintenance, landscaping, sign ordinances, abandoned vehicles, and building and housing code violations.
Issues notices and related documentation regarding observed violations and maintains records associated with inspections and enforcement activities. Documents conditions in the field through written reports, photographs, and related case information. Assists with follow-up inspections intended to gain voluntary compliance and keeps full-time Code Enforcement Officers updated on the status and progress of assigned cases.
Provides information and assistance to residents, property owners, businesses, and the general public regarding municipal code requirements and City procedures. Maintains cooperative working relationships with City departments and outside agencies and may assist with neighborhood clean-up efforts, special assignments, and community outreach activities.
May be required to attend community meetings, City events, and special assignments as needed.
ORGANIZATIONAL RESPONSIBILITIES
This classification reports to the Director of Community Development or designee.
Qualifications, Knowledge, Skills, and Abilities
Knowledge of:
Proper English usage, report writing, record keeping, and basic office procedures. Modern technology applications related to field inspections and communication, including computers, tablets, and cell phones.
Skills/Abilities to:
Work cooperatively and tactfully with the public, builders, contractors, and property owners to resolve violations; communicate clearly and concisely both orally and in writing; maintain good relations with other City departments and employees; maintain accurate records and provide updates regarding assigned cases; and learn about City policies and procedures, principles and practices of municipal zoning and land use regulations, building, electrical, plumbing, and mechanical codes, requirements of the Municipal Code, and principles of due process.
EDUCATION AND EXPERIENCE
Graduation from high school or G.E.D. and a minimum age of 18 years at time of appointment is required. Prior experience in code enforcement, building inspection, law enforcement, public relations, community outreach, or related fields is desirable. The ability to speak Spanish is highly desirable.
PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting including use of standard office equipment, including a computer; to operate a motor vehicle; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, and stooping in the performance of daily activities. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 50 pounds.
LICENSES AND SPECIAL REQUIREMENTS
Possession of a valid California driver license and proof of insurability is required. Must obtain C.L.E.T.S. certification within six (6) months of employment and continuously maintain certification thereafter. P.C. 832 certification is desirable.
