The Division of Business Services, Office of Professional Development (DBS-OPD) is seeking an experienced and highly motivated individual to join our team as an Instructional Designer to support the Division of Developmental Disabilities (DDD). The successful candidate will have the opportunity to create content that will directly affect the Division and the Developmental Disability community.
The Instructional Designer position is responsible for the development of an agency-wide training curriculum for delivery to DDD employees. The position designs, develops, implements, revises and evaluates courseware that meets both the training industry and the Department of Economic Security (DES) standards and any performance goals and/or business objectives identified. This position also collaborates with division leadership regarding employee training, development and accomplishments; coordinating computer-based training as needed including outreach or special events; identifying training needs on an ongoing basis through needs assessments, surveys, meetings with work groups, consulting with systems business analysts, the policy unit and interviews with subject matter experts on organizational requirements and performance measures; assessing present and future needs to develop educational goals and objectives; initiating related curriculum, instructor guides, reports and correspondence; preparing audio and visual materials as needed related to the assigned training area.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:
Essential Duties and Responsibilities include but are not limited to:
  • Designs, develops, and revises courses for delivery in a variety of media to all DDD employees. Uses instructional-systems design model to ensure effective training and uses training technology to develop and deliver learning products.
  • Identifies training needs on an ongoing basis through needs assessments, surveys, meetings with work groups, consults with systems business analysts, and policy unit. Evaluates training to assess the training impact. Communicates evaluation data to stakeholders and modifies training based upon evaluation data.
  • Researches Division policies and procedures, state and federal guidelines, databases, legal requirements and services and other knowledge and skills levels needed for course development. Researches and drafts training materials; prepares audio and visual materials as needed related to the assigned training area.
  • Assesses change for present and future needs to develop educational goals and objectives; initiates related curriculum, instructor guides, reports and correspondence.
  • Participate in meetings, special projects and/or committees determined by his/her supervisor or DDD Management.
  • Perform other routine administrative tasks in support of own work. Works with technical experts in the assigned area of training and assists to ensure training goals are met. Interviews subject matter experts on organizational requirements and performance measures.

Selective Preference(s):
The ideal candidate for this position will have:
  • Bachelor's degree or higher in an applicable subject area such as Human Resources Development, Adult Education, Psychology, English or similar field;
  • One years' experience training adult learners as a full time trainer responsible for instruction and group/team facilitation.

Pre-Employment Requirements:
This position requires driving or the use of a vehicle as an essential function of the job to conduct State business. The following requirements apply:
  • Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency's ability to reasonably accommodate any restrictions.

Retirement:
State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
