Responsibilities
The role is the Retirement Insurance System Enhancement (RISE) Agency Outreach Project Manager and is responsible for planning, performing, monitoring and management of client's Agency/Employer Outreach and Business Procedures and Training efforts for its pension/benefits system replacement project called RISE. The Worker will manage the effort to ensure the readiness of external and internal stakeholders of the implemented pension and benefits system. The Worker must develop and implement strategies to ensure that all client employers and internal staff are prepared on associated technical and interface changes as well as procedures, training and readiness for RISE Go Live. Their primary goal is to serve as the central liaison for all Agency/Employer Outreach activities, bridging communication between client, client's employers, and other relevant third parties.
This role is crucial in preparing all client's employers for the technical and process reporting changes being implemented as part of RISE while maintaining quality standards, facilitating effective communication, and driving continuous improvement throughout the process. This role is also crucial in preparing client's staff for all changes associated with the implementation of the new system.
The Worker will provide regularly scheduled progress reports and may provide presentations on the progress to the sponsors, and steering committees. They will identify and mitigate risks and provide feedback on any quality issues
Overall, the Worker's position is pivotal in ensuring that clients' solution performs as expected and is meeting the organization's business needs. Thus, it is a requirement the Worker have experience with public pension and benefits retirement systems.

The ideal candidate has experience in leading Agency/Employer Outreach project and has large project experience that requires communication and coordination which will be the key skill sets needed for the Business Procedures and Training efforts. The ideal candidate also has deep experience in public pension/benefit systems.

Agency/Employer Outreach
  • Develop and maintain a comprehensive project plan for Agency/Employer Outreach activities, including timelines, milestones, and deliverables.
  • Coordinate with internal teams and RISE solution vendor to align outreach efforts with system implementation phases.
  • Serve as the primary liaison between the organization and external employers/agencies, ensuring clear and consistent communication.
  • Design and execute a Communication Plan to educate agencies/employers on upcoming changes, technical specifications, and timelines.
  • Establish and manage an Employer Advisory Group to gather feedback and guide outreach strategies.
  • Oversee development and delivery of training materials and sessions to ensure employers understand new reporting processes and system functionality.
  • Manage coordinated testing processes, including test interfaces between client and the employers/agencies and issue resolution.
  • Track progress of employer certification for compliance with new file layouts and system requirements.
  • Identify potential risks related to employer/agency readiness and develop mitigation strategies.
  • Monitor and resolve issues promptly to maintain project timelines and quality standards.

Business Procedures and Training
  • Develop and maintain a comprehensive project plan for Business Procedure and Training activities, including timelines, milestones, and deliverables.
