Position Summary
The Executive Director has responsibility for oversight and administration of the PACE Partners of Northeast Florida. The position has operating authority and is responsible for developing, managing, and expanding the PACE Partners program in a heavily regulated environment.
Essential Functions
-
- Responsible for the oversight and administration of PACE Partners
- Direct, supervise, and evaluate the performance of the Center Manager, Clinic Manager, Medical Director, Finance Manager, Quality Improvement Manager, and Enrollment Manager.
- Partners with appropriate Business Partner from Alivia Care, Inc. support services departments for Human Resources, Compliance, Legal, Marketing, IT Services, Business Development, Accounting, Finance, Philanthropy, Security, and Facilities and Housekeeping services
- Ensure the provision of staff orientation and staff education based on CMS and ACHA guidelines and regulations
- Manages the implementation phase of contracts with facilities and physicians
- Develops and maintains relationships with key officials of facilities such as hospitals, Long-term care Facilities, Senior Living Nursing Facilities (SNF's) and assisted living facilities (ALF's)
- Develops and maintains relationships with referral base, including individual physicians, physician practices, facility administrators (SNF's, ALF's, hospitals), and other community-based organizations
- Oversees complaint resolution process to assure smooth operation of contracts and ongoing referrals
- Develops strategies to ensure that volume projections are achieved for designated programs
- Ensure that job responsibilities, authorities and accountability of all direct reports are defined and understood
- In collaboration with the Medical Director, Financial Manager, Clinic Manager, Center Manager, and Quality Improvement Manager, responsible for maintaining compliance with all State and Federal program requirements, obtaining, and maintaining certification under Centers for Medicare and Medicaid Services (CMS), the Agency for Health Care Administration (ACHA), as well as any other State or Federal law or rules pertaining to PACE Partners
- In collaboration with the Medical Director and Clinic Manager, monitor medical and specialty services utilization to ensure provision of quality care to participants
- Oversee and assist in the development and implementation of PACE Partner's Strategic Plan
- Responsible for the financial accountability of PACE Partners and responsible for the development of PACE Partner's annual operating and capital operational budget and meeting projected financial benchmarks
- Plan for and administer the managerial, operational, fiscal, and reporting components of the organization
- Responsible for the recording, reporting and availability of participant data, including those records required for center participant, and program data, including those records required for services made available to and provided to participants by the Adult Day Care Center
- The PACE Partners Day Center shall be under administrative control of the Executive Director or in the absence of the Executive Director, the Center Manager
- If applicable, the Executive Director may supervise more than one center, provided that a qualified, responsible center manager or designee, duly appointed in writing, is in charge of each facility during the Executive's absence
- The Executive Director shall also be responsible for the administration of all components of the facility and accountable for the implementation and enforcement of all policies and procedures, standards of care, and program development in accordance with the social, physical, and mental capabilities and needs of the participants served
- Recommend and implement PACE Partner's operational policies, procedures, and protocols for direct participant care and support services
- Monitor the growth of care delivery and services as the participant census grows and adjust in planning as needed to maintain established growth and service goals
- Meet program goals for target enrollment
- Accountable for quality of services provided
- Participate in the development and monitoring of PACE Partners compliance with staffing guidelines
- Participate in and oversee the quality assurance/quality improvement committees as part of the overall quality improvement program
- Establish positive working relationships with providers and the community at large
- Oversee operational compliance with Occupational Safety and Health Administration (OSHA) regulations and agency policies and procedures, ensuring a safe and clean environment for staff and program participants
- Protect privacy and maintain confidentiality of all company procedures and information about employees, participants, and families
- Participate in continuing education classes and any required staff and training meetings
- Ensure the development, implementation, and enforcement of all policies and procedures, including participant rights
- Develops and recommends strategic and operational plans and budgets
- Accountable for the financial viability of the designated programs
- Support leadership and managerial decision making with regular, timely reporting of programs' results to management.
- Certification from an approved first aid/CPR course.
- Assures an effective management team for designated programs in order to obtain strategic initiatives and operational goals.
- Promotes a positive internal climate based on the organization's values.
- Enhance own professional expertise, management competency and leadership skills through education and training.
- Accountable for the programs' compliance with administrative practices and procedures including timeliness of performance reviews and accuracy of time and attendance.
- Establishes an effective method of oversight to assure the designated programs' strategic initiatives and operational goals are met.
- Ensure the development, implementation, and reporting on the Quality Improvement and Performance Improvement program and activities.
- Establishes and maintains positive public relations with community and business leaders, and other key individuals.
- In conjunction with Corporate Communications, participates and responds to media opportunities.
- Identifies and collaborates to secure fundraising opportunities.
- Assures the handling and resolution of any complaints from patients, families, and the public.
- Works with corporate staff and corporate consultants to advocate for programs at state and federal level.
- Achieves and maintains applicable accreditations. Follows the company's systems, policies, and standards assuring the designated program passes all inspections, surveys, reviews, for licensing and certifications such as for CMS, Agency for Health Care Administration, Department of Elder Affairs, and accreditation bodies.
- Ensures compliance with all administrative functions and policies with regulatory agencies such as OSHA, EEOC and Department of Labor, for example by maintaining proper personnel and confidential files, staffing records, incident and injury reports.
- Assures compliance with all applicable regulations, statutes and parent company administrative policies and procedures.
Qualifications

- Have 1 year of experience working with a frail or elderly population OR, if the individual has less than 1 year of experience but meets all other job requirements, the candidate must receive appropriate training from the PACE organization on working with a frail or elderly population upon hiring.
- Meet a standardized set of competencies for the specific position description established by the PACE organization before working independently.
Experience
- PACE leadership experience highly desired
- Capacity for mature business decisions and judgments
- Extensive experience in a capitated healthcare environment, or related field.
- Leadership experience in a health care service setting
- Experience working with a Medicare/Medicaid waiver program or demonstration project preferred
License / Certification
- Professional license and/or certification, highly preferred
Education
- Master's Degree in health care administration, business administration, nursing, or related health/human services field, required
