Examples of Duties The Senior Coordination Manager for Public Safety and Accountability reports to the Deputy County Administrative Officer for Public Safety and provides direct board management.

The Senior Coordination Manager is responsible for policy development, administrative and operational oversight and communication coordination for the PAB and the Administrative Charging Committee (ACC). In coordination with the respective Chairperson, the Senior Coordination Manager manages the general operations for the PAB and ACC designated functions and provides technical assistance and support to the PAB and ACC members. In addition to these responsibilities, the Senior Coordination Manager serves as the primary liaison between the Board and general public on PAB matters as well as the liaison between the Boards and the Baltimore County Police Department.

The Senior Coordination Manager may also provide support to other Boards and Commissions as deemed necessary. This position will also be tasked with additional duties assigned by the County Administrative Officer and Deputy County Administrative Officer for Public Safety. Maintains and administers the operational processes and procedures for the effective operation of the PAB, ACC and other Boards and Commissions.

Consults with the Deputy County Administrative Officer for Public Safety and Office on Law on matters related to the PAB, Administrative Charging Committee (ACC), and other boards and commissions as assigned. Ensures appointments to committees and boards are fulfilled according to regulations. Coordinates mandatory training(s) for PAB and ACC members.

Receives complaints of misconduct filed by the public and supports the PAB Chairperson in directing complaints of police misconduct to the appropriate responding law enforcement agencies and tracks outcomes of complaints. Supports the PAB Chairperson in the development of the required annual report and other materials as needed. Maintains a system of record for PAB and ACC decision-making documentation and other key records.

Assists the boards in maintaining a records retention schedule. Assists the PAB Chairperson in managing the PAB budget. Tracks expenses incurred by the PAB and ACC, and any appointed Trial Boards.

Manages all appropriate document preparation processes for Maryland Information Act (MPIA) requests and maintains appropriate records and logs. Serves as the recording secretary for the PAB and ACC, and other boards and commissions as needed. In coordination with the County Office of Communications, posts public notices on the PAB webpage as appropriate.

Arranges and coordinates required meetings and hearings, records and presents the official minutes and agendas. Responds to emails and phone calls, on a daily basis, from the public regarding complaints and general information about the PAB and ACC. Partners with other Maryland Jurisdictions to establish operational best practices.

Manages and supports other Boards and Commissions as assigned. Other related duties as assigned. Knowledge, Skills and Abilities Experience seeing projects through the full lifecycle.

Proven ability to solve problems. Experience using word processing, database management, and spreadsheet software packages. Ability to complete tasks in accordance with established guidelines and deadlines.

Ability to work independently, with minimal supervision. Familiarity with public administration, legislative processes and community engagement; experience in state or local government is a plus. Proficient and confident speaking and communicating in public settings.

Excellent analytical, organizational, and project management skills. Ability to move tasks to completion. Strong interpersonal skills and extremely resourceful.

Ability to collaborate with internal and external stakeholder for a common goal. Ability to communicate effectively with all high-level officials including but not limited to, Council leaders, community members, and external stakeholders. Experience analyzing high-level data.

Qualifications Graduation from an accredited four-year college or university with a degree in public policy, public management, political communication or a related field. PLUS A minimum of five to seven years of professional experience, or equivalent combination of education and experience. Master's degree in public policy, Public Administration or Criminal Justice or Juris Doctorate preferred.
