Job description

The Technical Program Manager (TPM) leads a large, missioncritical networkmodernization program that supports more than 5,500 field sites, multiple data centers/colocation facilities, and 175,000+ users across the Department of Homeland Security (DHS). The TPM owns the full program lifecycle-strategy, planning, execution, financial management, risk & issue management, stakeholder communication, and transition to operations-for all HSEN and LANA engineering and architecture initiatives.

The objective of the support services for this project is to design, build, and maintain a cloud infrastructure with a focus on network security that supports the organization's technology and business needs. This involves architecting scalable, secure, and highly available cloud solutions, ensuring optimal performance and cost-efficiency in cloud environments such as AWS, Azure, and Google Cloud. The role requires close collaboration with other IT teams, stakeholders, and third-party vendors to deliver cloud-based infrastructure and services that align with organizational goals.

Key Tasks & Responsibilities

Program Leadership & Governance:
* Define program strategy, scope, schedule, budget, and success metrics aligned with DHS Enterprise Engineering Division (EED) objectives.
* Maintain Integrated Master Plan (IMP), Quality Control Plan (QCP), risk register, and cost baseline.
* Drive compliance with DHS security, EA, FISMA, ZeroTrust, Section508, and servicelevel objectives (99.95% availability).

Delivery & Execution:
* Direct multiple, concurrent project workstreams covering architecture, engineering, testing, security accreditation, and transitiontooperations.
* Ensure all deliverables meet DHS SELC, ITILv4, and PMBOK standards.
* Oversee Tier3/Tier4 escalation processes, change management (ServiceNow), and rootcause analysis.

Team & Stakeholder Management:
* Lead, mentor, and performancemanage a crossfunctional team of network architects, senior network engineers, and support staff (20-40FTEs).
* Serve as primary interface to the Contracting Officer (CO), COR, NOSC, and Component CIOs.
* Prepare and defend business cases, SOWs, and BasisofEstimates for surge, modernization, and cloudmigration efforts.

This Role Provides Task Support for:
* Delivering a comprehensive development life cycle program encompassing project management, budget operations, strategic development, and tracking.
* Leading a team of network engineers and architects in supporting DHS.
* Managing the assessment of network tools, gathering user requirements, identifying missing modules, and evaluating product advantages and disadvantages.
* Assisting and providing insights to DHS to ensure effective stewardship is achieved and maintained.
* Identifying and resolving risks, issues, and dependencies.
* Identifying internal and external dependencies.
* Conducting research and development activities, including product evaluations and comparisons.
* Updating project information on various platforms such as SharePoint, JIRA, and Confluence.
* Providing weekly status reports on project progress.
* Approving monthly invoices for submission, developing cost summaries at the project level, required as part of the Program Management Report (PMR).
Education & Experience
  • Minimum Qualifications (must have):
Master's degree in Computer Science, Information Systems, Engineering, or related field.
15+years leading largescale WAN/LAN programs of similar size and complexity (5,500 field sites, 2 or more datacenters/colocation facilities, and 175,000+ users).

  • Preferred Qualifications:
15+years supporting DHS LAN/WAN programs.
10+ years supporting DHS System ATO and C&A activities.
Experience supporting DHS large campus networks
Demonstrated success leading DHS networkmodernization or cloudmigration initiatives.
Experience managing federal government contracts (>$50M).
Certifications
  • Active certifications required: PMP, CCNP, ITILv4, CISSP, Certified Scrum Master (CSM)
Security Clearance
  • U.S. Citizen with ability to obtain DHS Public Trust / FullScope BI.
Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.)
  • Location: National Capital Region (primary at DHS HQ/DCAP1); limited travel to DCAP2 and field sites.
  • Schedule: Core hours 09:00-17:00 ET, Monday-Friday; oncall support for Priority1 incidents.
  • Telework: Hybrid (up to 40%).
