GENERAL SUMMARY:

The Registered Nurse (RN) provides integrated Women, Infants, and Children (WIC) and Maternal Health services to pregnant women, postpartum women, infants, and children throughout the agency's seven-county service area. The RN serves as a Competent Professional Authority (CPA) for the WIC Program and is responsible for determining participant eligibility and certification, completing nutrition and health assessments, providing participant-centered nutrition and health education, breastfeeding promotion and support, maternal health screenings, oral health education, care coordination, and referrals to community resources. The RN collaborates with healthcare providers and community partners to improve maternal and child health outcomes while ensuring compliance with Iowa Health and Human Services (HHS) policies, program requirements, and agency procedures.

ESSENTIAL FUNCTIONS:

  1. Functions as the Competent Professional Authority (CPA) for determination of participant eligibility and certification in accordance with Iowa Health and Human Services (HHS) WIC policies and procedures.
  2. Conducts participant certifications and recertifications by completing anthropometric, biochemical, dietary, health, and social assessments.
  3. Measures and documents participant length/height and weight according to WIC policies and procedures.
  4. Performs hemoglobin or hematocrit testing following WIC procedures and Universal Precautions.
  5. Assesses, identifies, and documents participant nutrition risks and develops individualized care plans.
  6. Prescribes WIC food packages in accordance with Iowa HHS WIC policies and participant nutritional needs.
  7. Provides participant-centered nutrition and health education using evidence-based, culturally responsive, and trauma-informed approaches that are responsive to the participant's needs, interests, stage of life, health goals, and identified risks.
  8. Promotes, protects, and supports breastfeeding through education, counseling, encouragement, and appropriate referrals.
  9. Conducts comprehensive health and social assessments using participant-centered, culturally responsive, and trauma-informed approaches to identify participant strengths, needs, barriers, and risk factors that may affect maternal and child health outcomes.
  10. Completes required maternal health screenings in accordance with program policies and procedures, documents findings, provides education, and coordinates appropriate referrals and follow-up services.
  11. Provides oral health education, completes oral health screenings as required, and refers participants to dental providers and community resources.
  12. Identifies participants requiring high-risk nutrition care and coordinates referrals to the Registered Dietitian in accordance with Iowa HHS WIC policy.
  13. Screens and documents participant immunization and lead testing status and provides education and referrals as appropriate.
  14. Identifies participant health and social service needs and coordinates referrals to appropriate medical, dental, behavioral health, mental health, substance use treatment, and community resources.
  15. Provides care coordination and case management services by assisting participants in accessing healthcare, community resources, and support services; monitors participant progress; and conducts follow-up to promote positive maternal and child health outcomes.
  16. Documents participant certifications, assessments, education, screenings, care plans, referrals, case management activities, and follow-up accurately and timely within required electronic record systems.
  17. Collaborates with healthcare providers, community agencies, interdisciplinary team members, and other service providers to coordinate participant care, improve access to services, and promote positive maternal and child health outcomes.
  18. Maintains accurate, timely, and complete documentation in accordance with Iowa HHS WIC policies, Maternal Health program requirements, agency policies, and professional nursing standards.
  19. Participates in quality assurance, chart reviews, quality improvement activities, and program monitoring to ensure compliance with Iowa HHS WIC policies, Maternal Health program requirements, and local agency procedures.
  20. Travels throughout the agency's seven-county service area to provide WIC and Maternal Health clinic services.
  21. Maintains current Iowa RN licensure and completes all required Iowa HHS WIC, Maternal Health, and agency training requirements.
  22. Provides exceptional customer service while treating all participants with dignity, respect, professionalism, cultural humility, confidentiality, and trauma-informed care principles to foster a welcoming, supportive, and nonjudgmental environment.
  23. Performs other duties as assigned to support the mission and goals of New Opportunities, Inc.

SKILLS, KNOWLEDGE, and ABILITIES:

  1. Ability to establish priorities, manage multiple responsibilities, and meet deadlines.
  2. Ability to obtain and maintain a valid Iowa driver's license and travel throughout the agency's seven-county service area.
  3. Knowledge of Iowa Health and Human Services (HHS) WIC policies, Maternal Health program requirements, agency policies, and professional nursing standards.
  4. Ability to establish and maintain effective working relationships with participants, coworkers, healthcare providers, community partners, and other agencies.
  5. Ability to communicate effectively, both verbally and in writing.

  8. Ability to overcome language and cultural barriers using interpreters, translated materials, and culturally responsive communication techniques.
  9. Ability to conduct comprehensive health, nutrition, and social assessments and develop appropriate plans of care.
  10. Ability to recognize participant strengths, identify risk factors, and coordinate appropriate referrals and follow-up services.
  11. Knowledge of maternal, infant, and child health principles, including nutrition, breastfeeding, child growth and development, oral health, and health promotion.
  12. Ability to provide effective health and nutrition education using evidence-based and participant-centered approaches.
  13. Ability to perform nursing procedures, including anthropometric measurements and hemoglobin or hematocrit testing, in accordance with program requirements and Universal Precautions.
  14. Ability to accurately document assessments, participant encounters, education, referrals, and case management activities within required electronic record systems.
  15. Ability to maintain participant confidentiality and exercise sound professional judgment in accordance with HIPAA, agency policies, and nursing standards.
  16. Strong critical thinking, assessment, problem-solving, and organizational skills.
  17. Ability to work independently while functioning as an effective member of an interdisciplinary team.
  18. Computer proficiency, including Microsoft Office applications, electronic health documentation, and WIC information systems.
  19. Ability to adapt to changing program requirements, regulations, and organizational needs.
  20. Commitment to professional growth through continuing education and required Iowa HHS and agency training.
  21. Ability to represent New Opportunities, Inc. professionally within the community while promoting positive maternal and child health outcomes.
