Overview:
We are seeking an Instrument Hall Support (IHS) Group Leader. The Group Leader serves in a variety of roles designed to enable maximum operational efficiency for the neutron scattering instruments. The IHS Group Leader coordinates a team of rotating shift personnel to support all facets of operations assisting science staff and Users at both Spallation Neutron Source (SNS) and High Flux Isotope Reactor (HFIR). This position may require 12 hour rotating shift on an emergency relief basis.
This position resides in the SNS Beamline Operations Section, in the Neutron Science Division. Neutron Sciences Directorate at Oak Ridge National Laboratory (ORNL).
Major Duties/Responsibilities:
  • Develop a vision and implement a cohesive group for instrument operations support. Develop a strategy to ensure the success of the neutron research and user programs at SNS and HFIR and lead new and ongoing technical projects to position the group for future success.
  • Assist the IHC Group in setting performance goals consistent with the group's strategy and members' long-term career goals. Provide feedback to address performance issues in a timely manner.
  • Provide relevant input to assist the SNS Beamline Operations Section Head with staff development while providing direct and impactful guidance to staff on regular basis.
  • Attract a quality, diverse pool of top candidates and hire staff members who are committed to world-class technology and aspire to be the best in their field.
  • Lead by example by exercising the principles in ORNL's "Research Code of Conduct" as a guide for proposing, performing, and communicating research.
  • Coach and mentor staff regarding Battelle's "Safe Conduct of Research" principles.
  • Lead ESH&Q by example and ensure all operations are carried out safely, securely, and in compliance with the SNS and ORNL procedures and policies. Maintain strict conduct of operations compliance.
  • Exemplify a commitment to "One ORNL" by modeling lab expectations for excellence in research, operations, and community engagement, and by working cooperatively to leverage capabilities across the lab.

Service
  • Serve as immediate supervisor for staff members in the group.
  • Prioritize operational technical support requests and coordinate resources across SNS and ORNL to ensure activities are completed on schedule to maintain the NScD mission. Coordinate with Section Head to propose and manage instrument operations FY budget.
  • Engage with IHC Group members to understand and develop career goals. Enable staff development and encourage personal growth opportunities as much as possible.
  • Advance the reputation of the group members and standing of the group as a whole through establishing collaborations, emphasizing excellence in user support, professional society leadership and involvement, and organization of technical events.
  • Coordinate with SNS Instrument staff to accurately track instrument down time. Communicate issues to SNS Beamline Operations Section Head as appropriate.
  • Build strong teams across SNS and ORNL.
  • Hold regular technical group meetings and be visible in the labs and workplace including a daily Plan-of-the-day coordination meeting with all stakeholders in the building 8700. Resolve resource issues that are identified in this meeting or communicate to management if unable to do so.
  • Act as the Local Emergency Supervisor (LES) for all off-normal events during normal working hours. Ensure the IHC is trained and capable of performing this function outside normal working hours.
  • Effectively communicate the importance of protecting proprietary or sensitive information and complying with ORNL security, cybersecurity policies and guidelines.
  • Act as the Building 8700 Facility Manager. Manage routine technical space allocation, serve as the point-of-contact to authorize electrical and mechanical system outages, ensure facility preventative maintenance items are performed and resolve corrective facility maintenance issues. Coordinate with the Complex Facility manager to manage budget for the facility.

Basic Qualifications:
  • A BS degree in project management, engineering, or a related field with at least 8 years of related experience. A relevant AS degree will be considered with at least 10 years of relevant experience.
  • Demonstrated experience in working with complex scientific instrumentation and operating under the constraints of radiological environments associated with a neutron scattering facility.

Preferred Qualifications:
  • Experience managing technical support operations activities in a research facility.

Special Requirements:
  • Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.
  • Visa sponsorship is not available for this position.
  • This position requires access to technology that is subject to export control requirements. Successful candidates must be qualified for such access without an export control license.
