Compensation: $175,000.00 - $185,000

Overview
Responsibilities
โ€ข Lead the planning, initiation, and management of the EOIR Enterprise Data Infrastructure (EDI) task order, serving as the primary liaison with the Contracting Officer and Contracting Officer Representative.
โ€ข Supervise technical staff, ensuring timely delivery of all project milestones in accordance with scope and quality standards.
โ€ข Develop and maintain key project documentation including the Task Order Management Plan, Quality Control Plan, Transition Plans, and Telework Management Plans.
โ€ข Monitor project progress to meet deadlines, standards, and budget targets on a Firm-Fixed-Price contract.
โ€ข Coordinate with department contract staff to provide fully integrated IT support for EOIR.
โ€ข Lead a cross-functional team comprising data infrastructure, engineering, governance, analytics, search, cybersecurity, and quality professionals.
โ€ข Design enterprise database system strategies and establish technical standards for data operations, development, and security across on-premises, cloud, and hybrid environments.
โ€ข Design and construct data pipelines, ingestion processes (ETL/ELT), and data transformation rules, ensuring compliance with government standards.
โ€ข Provide technical oversight and review for data architecture, pipelines, and workflows.
โ€ข Lead integration of new systems with existing warehouse structures, focusing on system performance and continuous improvement.
โ€ข Drive the delivery of analytics, reports, and dashboards using tools such as Microsoft Power BI.
โ€ข Enhance enterprise search and unstructured data discovery capabilities while maintaining strict access controls per DOJ, FISMA, and FedRAMP security standards.
โ€ข Lead data governance and quality management efforts, including metadata creation and data lineage documentation.
โ€ข Conduct current-state assessments, identify gaps and risks, and develop mission-focused, cost-effective improvement roadmaps.
Requirements
โ€ข Bachelor's degree in Computer Science, Information Technology, Data Science, Systems Engineering, or a related discipline (Master's preferred).
โ€ข Ability to obtain and maintain a DOJ Public Trust security clearance (active or recent high-level clearance preferred).
โ€ข 8-10 years of experience in enterprise IT, with at least 5 years as a Data Architect, Data Engineer, or Enterprise Architect.
โ€ข Minimum of 5 years managing IT projects and programs, with experience in Federal Firm-Fixed-Price contracts.
โ€ข Proven experience in enterprise data architecture, standards, and documentation including data dictionaries, metadata, and lineage.
โ€ข Demonstrated capability in dashboard/reporting development, data quality assessments, and enterprise search improvements.
โ€ข Experience conducting current-state assessments and developing technical roadmaps.
โ€ข PMP certification required.
โ€ข Technical certifications such as CDMP, AWS Certified Data Engineer, Microsoft Certified Azure Data Engineer, or AWS/Azure Solutions Architect highly preferred.
โ€ข Deep understanding of modern data ingestion techniques, data governance platforms, enterprise search technologies, and BI tools such as Microsoft Power BI.
โ€ข Exceptional written and verbal communication skills, capable of translating technical concepts to non-technical stakeholders.
