Position Title: Senior Application Functional Specialist - Oracle Federal Financials

You must reside in the Metro DC area!
Hybrid:  Two days on site in DC, three days remote.

The Senior Application Functional Specialist is responsible for leading functional design, configuration, support, and optimization of Oracle Federal Financials solutions (Oracle E-Business Suite). This role serves as the bridge between business stakeholders and technical teams, ensuring financial systems align with federal regulations, accounting standards, and mission needs.

The specialist provides both functional and operational support, including system configuration, user support, issue resolution, and continuous improvement of Oracle Federal Financials environments, including Subledger Accounting (SLA). The role also supports evaluation of new capabilities, maintains system documentation, and ensures compliance with federal financial management requirements.

Key Responsibilities:

  • Lead functional design, configuration, and ongoing support of Oracle Federal Financial modules (GL, AP, AR, FA, CM, Budgetary Control, Purchasing, Receivables, Federal Administrator, and Subledger Accounting (SLA))
  • Provide technical and functional support for Oracle Federal Financials environments, including configuration changes, functional setup modifications, and SLA maintenance and enhancements
  • Support end-to-end business processes across Procure-to-Pay (P2P), Order-to-Cash (O2C), and Record-to-Report (R2R), ensuring alignment with federal financial requirements
  • Provide user support and help desk services, including issue intake, troubleshooting, problem resolution, and escalation as needed
  • Manage user accounts and support access control processes in coordination with security and system leadership
  • Support security incident management, including root cause analysis and validation/testing of corrective actions
  • Collaborate with finance, accounting, program, and IT stakeholders to gather requirements and prioritize enhancements
  • Review and evaluate existing business processes and system configurations to identify improvement opportunities and implement new requirements
  • Provide subject matter expertise and operational support for GL, Purchasing, Payables, Budget, Receivables, Federal Administrator, and SLA modules
  • Test and evaluate new Oracle E-Business Suite (EBS) product features, patches, and releases; provide recommendations on capabilities and potential impacts to the environment
  • Facilitate workshops, functional design sessions, and user acceptance testing (UAT)
  • Develop and maintain functional design documents (FDDs), configuration workbooks, test scripts, and operational documentation
  • Ensure all system and process documentation is current, accurate, and complete; document previously undocumented processes
  • Partner with technical teams on integrations, data conversions, and reporting solutions
  • Troubleshoot and resolve functional issues impacting financial transactions and reporting
  • Identify and implement opportunities for automation and process improvements
  • Support financial reporting using Oracle tools (BI Publisher, OTBI, or similar)
  • Assist with reconciliation, period close processes, and financial analysis

Required Qualifications:

  • Bachelor's degree in Finance, Accounting, Information Systems, or related field
  • 10+ years of experience in Oracle Financials (EBS and/or Oracle Cloud ERP)
  • Strong functional expertise in financial modules (GL, AP, AR, Budgetary Control, Purchasing, Receivables, SLA, etc.)
  • Experience providing production support, help desk support, and issue resolution in Oracle financial systems
  • Experience working in federal financial environments (e.g., Treasury, USSGL, federal reporting)
  • Proven experience supporting implementations or migrations (e.g., Oracle EBS to Cloud or AWS-hosted environments)
  • Strong understanding of federal accounting and financial business processes
  • Experience with Oracle Federal Financials
  • Knowledge of federal reporting tools (e.g., GTAS, DATA Act reporting)
  • Experience with Agile or hybrid delivery methodologies

Work Environment:

  • Hybrid work model with 2 days per week onsite at the client location
  • May require occasional additional onsite presence based on project phases (e.g., testing, go-live, or workshops)
