About the Role
Join a transformative modernization project as an Application Architect, leading the technical vision to transition the Texas Workforce Commission's (TWC) unemployment insurance systems from manual, paper-based processes to a secure, scalable electronic data exchange. As the primary technical lead, you will architect robust solutions, mentor a skilled development team, and drive end-to-end systems integration for critical state and federal data exchanges.
Responsibilities
- Lead application architecture design for the UpSIDES system, emphasizing scalability, security, and high performance
- Design and implement application logic for NASWA SIDES exchanges using secure APIs and web services
- Architect automated workflows, triggers, and electronic notifications to enhance process accuracy and efficiency
- Enforce robust security measures, including encryption and authorization, to maintain compliance with state and federal regulations
- Provide technical guidance, establish coding standards, and mentor developers to ensure high-quality, maintainable code
- Collaborate with Database Architects and legacy system experts to design seamless integrations with existing UI systems and the Enterprise Data Warehouse
- Produce and maintain comprehensive technical documentation, including architectural blueprints and system sequence diagrams
- Lead code review, quality assurance, and continuous integration/testing processes
- Liaise with stakeholders and cross-functional teams to meet project milestones and ensure operational continuity
Required Skills and Experience
- 4โ7 years of enterprise-level application development using C#/.NET, Java Enterprise, or similar frameworks for scalable web applications
- Strong experience designing secure web services (REST, SOAP) and managing electronic data exchanges (XML, JSON)
- Advanced Unix/Linux shell scripting for automation and system integration
- Proven ability as a Technical Lead, planning project roadmaps and managing developer resources
- Deep knowledge of software architecture patterns, SOA, and security best practices for data-in-transit
- Track record in establishing technical standards, performing code reviews, and collaborating with QA teams
- Expert troubleshooting skills in complex web environments and integration scenarios
- Proficiency in creating high-level architectural artifacts such as system diagrams and data flow models
Preferred Skills
- Experience with multiple RDBMS platforms (DB2, SQL Server, Oracle)
- Prior exposure to NASWA SIDES exchanges and technical specifications
- Experience implementing CI/CD pipelines for streamlined deployment and testing
- Proficiency in designing and troubleshooting XML/SOAP and JSON/RESTful web services for government data exchanges
- Background in application development, software engineering principles, and architecture styles
- Previous Texas Workforce Commission project experience
