Job Title: Human Resources Manager

Employment Type: W2, Full-time, Temporary (7 months)

Target Start Date: October 1, 2026

Pay: $90,000 - $110,000 / year + Completion Bonus

Location: Redwood City, CA (Hybrid)

Purpose of the Job


  • To lead and manage all HR functions for Singtel USA office, ensuring full compliance with federal and California state employment law, and Singtel Group policies and standards.
  • To oversee HR governance and employee matters across Canada, Brazil and other Americas locations (as needed), ensuring compliance with local employment legislation, regulatory requirements, and Singtel Group policies and standards.
  • To drive the implementation of HR strategies, policies, and initiatives in close partnership with HQ HR.
  • To serve as the primary point of contact for employee relations, benefits, and workforce matters.
  • To support the Country Director and business leaders in building a compliant, engaged, and high-performing local workforce.


Key Responsibilities


  • Manage the full recruitment life cycle: sourcing, screening, interviewing, and extending offers.
  • Oversee onboarding and new hire administration, including I-9 verification, orientation, cross department facilitation, and immigration support for international hires.
  • Ensure accurate and timely processing and documentation of payroll, tax withholdings, and statutory filings, partnering with the payroll vendor and HQ Payroll.
  • Administer employee benefits programs, including health insurance, 401(k), and other statutory and voluntary benefits, partnering with the benefits broker on renewals and plan changes.
  • Partner with the Country Director to design and implement employee engagement, culture, and retention initiatives.
  • Manage employee relations matters, including counseling, investigations, performance management, and disciplinary actions, in consultation with the Country Director and HQ HR.
  • Advise the Country Director and management on employment law developments and their impact on company policies and practices.
  • Maintain and update HR records, policies, and employee handbook to reflect current employment regulations and industry best practices.
  • Undertake other HR projects and ad hoc tasks assigned by the Country Director or HQ HR.


Qualifications


  • Bachelor's degree in Human Resources, Business Administration, or a related field; PHR/SHRM-CP certification is a plus.
  • 5 to 7 years of progressive HR experience, preferably within a technology or sales-driven organization.
  • Strong working knowledge of California and U.S. federal employment law.
  • Excellent communication and interpersonal skills, with the ability to work independently as a hands-on single contributor while managing multiple stakeholders.
  • Comfortable operating within a matrix reporting structure and collaborating closely with HQ HR and regional leadership.
