Position: Human Resource Manager (HR)

JOB SUMMARY:
The HR Manager is responsible for leading and managing all aspects of human resources within the organization for both Union and non-Union employees. This role involves managing employee relations, recruitment, benefits administration, performance management, training, and compliance with labor laws, while ensuring supporting the workforce that include branch offices with office, service and field personnel. The HR Manager serves as a key resource for employees and management in matters related to HR policies, compensation, and workplace practices.
RESPONSIBILITIES AND DUTIES:
- Manage the day-to-day operations of the HR department, including employee onboarding, offboarding, and HR compliance and retention record-keeping.
- Develop, implement, and update HR policies/procedures and handbook to ensure compliance with labor laws and best practices.
- Maintain accurate and confidential employee records and HRIS/payroll data management systems.
- Partner with leadership to support business objectives through effective workforce development and planning.
- Serve as the primary point of contact for employee relations issues, providing guidance on workplace concerns, conflict resolution, and disciplinary actions.
- Manage employee benefits programs, including health insurance, retirement plans, and other perks, and oversee open enrollment and benefits administration.
- Ensure compliance with employment laws and regulations, including FLSA, FMLA, EEO, and ADA.
- Ensure I-9 compliance with E-Verify enrollment for all new hires, conduct periodic I-9 audits.
- Manage the recruitment and selection process, including job postings, candidate screening, interviewing, and onboarding.
- Develop and implement talent acquisition strategies to attract and retain top talent.
- Develop and maintain job descriptions, compensations structures, and career progression frameworks.
- Work with department managers to define staffing needs and provide guidance on workforce planning.
- Oversee performance management processes, including goal setting, performance reviews, and employee development programs.
- Ensure compliance with all relevant labor laws, including maintaining up-to-date knowledge of legal requirements.
- Manage HR-related audits and ensure accurate reporting for compliance with legal and company standards.
- Prepare, submit and support any required reports to government agencies, including DOL and EEOC reports, wage and hour compliance, unemployment claims, and other regulatory filings with accurate documentation.
- Administer employee benefits programs, including health and wellness benefits, retirement plans, and leave policies, COBRA, FMLA, ADA accommodations and short-term/long-term disability claims.
- Generate reports for management including headcount, turnover, labor cost analysis, and benefits utilization.
- Approve monthly benefit invoices, workers' compensation reports and Union benefit reports.
- Work with finance and senior management to develop and manage the HR budget, including salary reviews and compensation planning.
- Promote a positive workplace culture by developing and implementing employee engagement initiatives.
- Coordinate training and development programs to enhance employee skills and performance.
- Foster employee retention by developing career growth opportunities and employee recognition programs.
- Other duties as assigned by management.
QUALIFICATIONS AND SKILLS:
- Bachelors degree in Human Resources, Business Administration, or a related field. Or in lieu of education, 5+ years of HR management experience.
- Strong knowledge and understanding of payroll systems, HRIS platforms, Union benefits and agreements, and labor laws and regulations at federal, state and local levels.
- Excellent communication, leadership and interpersonal skills.
- Proven experience in employee relations, recruitment, benefits administration and compliance.
- High level of discretion, confidentiality, and integrity in handling sensitive information.
- Effective verbal, written and interpersonal communication skills.
- Ability to multi-task, flexibility in daily & weekly work schedule to meet deadlines and commitments.
