NUWCDIVKPT Detachment Pacific provides program management, site operations, safety, security, personnel, facilities, environmental, and administrative support across the Middle and Western Pacific. The Detachment oversees on-site operations, coordinates with local installation leadership, and ensures compliance with Navy policies, regulations, and management controls. It supports the Hawaii Fleet Test and Operational Assessment, Pearl Harbor Torpedo, and Fleet Technical Support Divisions.

Reporting to the Program Manager, the Surface Sonar & Combat Systems Analyst (USW Multi-Mission Helicopter Support) provides technical analysis and test and evaluation (T&E) support for Undersea Warfare (USW) Combat Systems, with emphasis on Multi-Mission Helicopter (MMH) systems, SRQ-4, Ku-band/C-band equipment, and associated aviation, communications, and combat system interfaces, for the Naval Undersea Warfare Center Division Keyport Detachment Pacific under the Hawaii Detachments Support Services contract. This includes Combat System Sea Qualification Trials (CSSQT), Developmental Testing (DT), Integrated Testing (IT), and Operational Testing (OT) of U.S. Navy ships and platforms. The ideal candidate applies operations research, data analysis, modeling, and statistical methods to evaluate USW combat systems (e.g. MMH/LAMPS, SRQ-4, Ku-Band/C-Band equipment). This position is located in Honolulu, HI.

What You'll Do
  • Conducts technical analysis, performance assessments, and data reconstruction while supporting the planning, execution, analysis, reporting, and systems engineering of surface-ship USW Combat System T&E events, including CSSQT, DT, IT, and OT events, with emphasis on Multi-Mission Helicopter (MMH) systems, SRQ-4, Ku-band/C-band equipment, and associated combat system interfaces.
  • Supports test planning by evaluating ship configurations and combat system baselines, determining test requirements, developing test scenarios, and identifying the personnel, equipment, instrumentation, and other resources required for safe test execution.
  • Serves as a member of the shipboard USW Combat System test team and, upon qualification, as the Subject Matter Expert (SME) for assigned MMH systems, including SRQ-4 and Ku-band/C-band equipment, overseeing scheduled tests and documenting results in accordance with approved test plans.
  • Supports shipboard and at-sea test execution, including the operation, maintenance, testing, alignment, and troubleshooting of SRQ-4 and Ku-band/C-band equipment; verification of associated combat system interfaces; test instrumentation; data collection and analysis; and live-fire events in accordance with approved Navy procedures and safety requirements.
  • Applies operations research techniques, statistical methods, modeling tools, and quantitative analysis to reconstruct test events and evaluate MMH system performance, equipment functionality, combat system interoperability, tactics, operational effectiveness, and mission readiness.
  • Develops analytical reports, briefings, data products, findings, conclusions, and recommendations for Government stakeholders to support system performance, operational readiness, deficiency resolution, and future test requirements.
  • Supports continuous improvement by reviewing and developing T&E processes, procedures, equipment, and analytical methodologies and assisting with future test requirements and the research, development, and testing of electronic systems and components.
  • Participates in Government-provided training to qualify in at least one Tactical Qualification Standard (TQS) area, assists with task planning, cost estimates, etc.
  • Bid and proposal support as requested.
  • Other duties assigned.
What We're Looking For
  • Required Qualifications:
  • An active DoD secret clearance is required to be considered.
  • Bachelor's degree from an accredited university in Operations Research, Mathematics, Statistics, Engineering, Physics, or a related quantitative field is required. In lieu of a relevant degree, additional years of relevant experience AND possession of at least one of the following USN Enlisted Classification (NEC) codes may be substituted:
    • ASTAC – Air Control Level 2 and Tactical Air Control Level C
    • W18A – ASW/ASUW Tactical Air Controller (ASTAC)
    • W20A – ASW/ASUW Tactical Air Control (ASTAC) Weapons and Tactics Instructor (WTI)
    • V00A – AN/SRQ-4/EC-181 Ku-Band Radio Terminal Set Electronics Technician
    • V83A – Communications Equipment (SRQ-4) Technician
  • Three to seven (3-7) years of professional experience in in operations research, data analysis, systems analysis, U.S. Navy USW Combat Systems, tactical air control, communications systems, or a related technical field.

  • Experience working with MMH systems, SRQ-4, ARR-75/SDSR, Ku-band/C-band equipment, associated communications equipment and tactical air control operations within the last five (5) years.
  • Must complete required Training Qualification Standards (TQS) qualifications within the specified onboarding timelines.
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Desired Qualifications:

  • Prior service as a work center supervisor, leading petty officer, leading chief petty officer, or in a comparable USN technical leadership position.

  • Prior experience with U.S. Navy MMH systems, ASTAC operations, SRQ-4 equipment, Ku-band/C-band communications, Undersea Warfare tactics, or combat system test and evaluation is strongly preferred.

  • Experience supporting live-flight or synthetic-flight test events involving MH-60R, MH-60S, P-8, P-3, or other MMH aircraft, including coordination, execution, data collection, event reconstruction, and performance assessment.

  • Familiarity with shipboard operations, at-sea testing, CSSQT, DT, IT, OT, and other Navy test and evaluation processes.

  • Experience supporting U.S. Navy ship and aviation operations, aircraft control activities, communications system testing, or integrated combat system test events.

  • Working knowledge of AEGIS Baseline 5 or later configurations and associated MMH, aviation, communications, and USW Combat System interfaces.

  • Ability to collect, document, reconstruct, analyze, and evaluate USW Combat System and MMH test data and results using approved test plans and Navy procedures.

Physical Requirements:

  • Travel required: ~25% CONUS travel required to include riding on board U.S. Navy ships.
  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.
  • The ability to lift items that may weigh up to 50 pounds.
  • The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as in performing regular shop activities, inspections, or to observe and study operations in an industrial or comparable work area or on-board submarines and in weapon facilities.
