Job description


BAE Systems is hiring a Developmental Operations Program Manager III to support our Combat Missions Systems (CMS) business. This role is focused on new product development programs. You will set the manufacturing strategy and scope for the new program aligning scope as directed by our BMS Manufacturing planning processes and as recommended by the Department of Defense Handbook for Manufacturing Management. The role manages moderate to highly complex programs/projects involving the program development, production, and technical support. Provides competitive advantage to the company by managing the project/program's defined scope on schedule, within budget, and at the expected level of quality in accordance with the contract terms. Is the Operations' primary point of contact and manages stakeholder communications with team, Program Management, customers, and BAE Systems management on Operations' programs status.
Required Skills and Education
Responsibilities:
  • Provides Operations' program leadership in Program/Project Execution from program capture through delivery.
  • Support proposal development and responsible for all manufacturing Basis of Estimates (BOE).
  • Develop the manufacturing plan aligned with functional stakeholders in engineering, quality and procurement.
  • Develops long term and strategic approaches, manages program launch and execution, anticipates and resolves problems, and ensures inter-group cooperation to meet all program obligations and objectives.
  • Develops Operations' strategies for proposal preparation, negotiations, and pricing decisions.
  • Understands the program financial position including managing and reporting the Operations financial inputs/results.
  • Supports Risk and Opportunity management activities.
  • Cost Account Management on Earned Value (EV) programs.
  • Manage Design-To-Unit Production Cost (DTUPC) for labor.
  • Manage Transition to Production process, meetings, and checklist.
  • Interfaces with customers on all Operations' program issues.
  • Ensures program documentation is of acceptable quality and completeness.
  • Manages the orderly closure and disposition of all Manufacturing processes and equipment.
  • Documents Operations' lessons learned and archives all program records.
  • Complies with all company policies and procedures including but not limited to ethics, export control, proprietary information, document/record retention, public communication, etc.
  • Actively promotes a culture of safety, health, and wellbeing.
  • Maintains a safe work environment and ensures compliance with safety and environmental objectives and policies.
  • Supports BAE Systems' Lifecycle Management (LCM) implementation.
Required Education:
  • Bachelor's Degree and 8 years of experience or equivalent experience
  • Experience in Program/Project/Operations Management
  • Experience in Production/Manufacturing
  • Experience in proposal BOE development
  • Ability to lead a moderate to highly complex program throughout the program lifecycle
  • Ability to initiate, strategically plan, execute, monitor, control, and close projects
  • Ability to prioritize, multi-task, and delegate
  • Ability to effectively negotiate win-win outcomes
  • Ability to use objectivity, creativity, and analytical ability to solve problem
