Summary Statement
This Child Welfare Administrator I (formerly Program Manager) is for the Permanency Program Manager position that is part of the DFS Program Team and is responsible for the policy and programming for Adoption and Permanency planning for the division. The position oversees three staff responsible for managing the adoption and guardianship assistance program, managing contracts for adoption preparation and post adoption support services as well as overseeing the Permanency Planning Committee responsible for permanency goal and resource recommendations. The Program Manager is also responsible for ensuring Delaware's compliance with federal funding program requirements and reporting annually on adoption efforts and services.\r\n

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.\r\n\r\n\r\n\r\n\r\n Knowledge and/or experience in the adoption process, including oversight of federal funding for adoption services and ensuring compliance with applicable legal requirements.\r\n\r\n\r\n

Since class specifications are descriptive and not\r\nrestrictive, employees can complete job duties of a similar kind not\r\nspecifically listed here.\r\n\r\n\r\n\r\n\r\n\r\n Provides ongoing oversight\r\n and strategic management of one or more child welfare programs by planning,\r\n coordinating, evaluating, and supervising programs and related operations and\r\n services delivered by agency staff and contracted providers.\r\n\r\n\r\n Establishes and monitors\r\n short- and long-term goals, objectives, and measurable outcomes for assigned\r\n programs, ensuring alignment with the division's mission, initiatives, and\r\n strategic priorities.\r\n\r\n\r\n Develops, recommends, and\r\n implements new or revised services, policies, procedures, reporting methods,\r\n and standards within the specified program area based on comprehensive\r\n research, evaluation, and best practices.\r\n\r\n\r\n Supervises two or more\r\n merit full-time positions, which may also include casual/seasonal and\r\n contractual staff. The elements of supervision include performing the following\r\n on a regular and continuing basis: planning, assigning, reviewing, evaluating,\r\n coaching, training, disciplining, and recommending hire, termination, and\r\n promotion.\r\n\r\n\r\n Monitors contractual\r\n services, promotes collaboration between provider agencies and division staff\r\n to ensure cohesive, consistent operations, and partners with contractors to\r\n enhance service delivery and resolve issues.\r\n\r\n\r\n Reviews data, analyses,\r\n and recommendations to identify needs, issues, and challenges, and implements\r\n corrective actions and continuous improvements to service delivery,\r\n performance, and compliance with agency, state, and federal laws, rules,\r\n regulations, professional mandates, and best practices.\r\n\r\n\r\n Serves as a subject matter\r\n expert, providing guidance, consultation, and recommendations to staff,\r\n management, state and private agencies, and stakeholders on the most complex or severe child\r\n welfare challenges, including sensitive or high-risk situations, emerging or\r\n unfamiliar service needs, and issues requiring the application of complex\r\n state, federal, and professional mandates, as well as best practices.\r\n\r\n\r\n Develops and reviews\r\n Requests for Proposals (RFPs) and grant applications, evaluates vendor\r\n submissions, and provides recommendations to the Division Director;\r\n participates in contract negotiations and oversees the implementation of\r\n approved contracts and agreements.\r\n\r\n\r\n Monitors budget\r\n allocations and expenditures for child welfare program activities and\r\n contracted providers and develops budget projections and new budget requests.\r\n \r\n Reviews active cases in\r\n which a child death or serious injury has occurred; participates on\r\n multi-disciplinary panels to review findings and develop recommendations for\r\n system change.\r\n \r\n \r\n Ensures the State's case\r\n management information systems and reporting tools accurately capture all\r\n required data to meet federal program and reporting standards and oversees the\r\n preparation and submission of both internal and mandatory federal reports.\r\n \r\n \r\n Convenes and chairs\r\n multidisciplinary workgroups and committees to evaluate program efficacy,\r\n ensure continuous improvement, collaborate with stakeholders, and inform policy\r\n and procedure development.\r\n \r\n \r\n Represents the unit, division, or department at\r\n national, state, and private sector meetings, conferences, workshops,\r\n committees, and task forces.\r\n \r\n \r\n Reviews new or revised\r\n state, local, and federal laws, rules, and regulations, and proposed\r\n legislation; determines impacts, implements changes, and provides related\r\n training/dissemination for assigned child welfare program(s).\r\n \r\n \r\n Performs other related\r\n duties as required.\r\n \r\n \r\n \r\n
Job Requirements
JOB REQUIREMENTS for Child\r\nWelfare Program Administrator I\r\nApplicants\r\nmust have education, training and/or experience demonstrating competence in\r\neach of the following areas:\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n Possession of a Bachelors\r\n degree or higher in Behavioral or Social Science or related field.\r\n Two years' experience in\r\n health or human services program management such as planning, developing,\r\n implementing, and evaluating health or human services programs to ensure goals\r\n and objectives are met.\r\n Four years' experience in\r\n health or human services work such as applying theories, principles, laws and\r\n practices of health or human services programs and services that assist with\r\n and improve life for individuals, families, or communities such as financial\r\n support, employment, unemployment, housing, health care, disease prevention,\r\n substance abuse, child protective services, physical/mental health treatment\r\n and prevention orrehabilitation.\r\n One year of experience in\r\n contract management and control such as ensuring compliance with terms of\r\n contracts; negotiating changes to existing contracts; monitoring expenditures.\r\n Six months' experience in\r\n developing policies or procedures.\r\n \r\n Coursework,\r\n training, and/or work experience in staff supervision which may include\r\n performing as a lead worker overseeing the work of others.\r\n\r\n\r\n
