Description

The Operations Program Manager provides day-to-day leadership and oversight for a multidisciplinary operations support contract, ensuring that personnel, resources, schedules, and service requirements remain aligned with customer expectations. This individual manages a diverse portfolio of services that may include inventory and logistics support, duplication and print operations, fitness center administration, graphic design, mailroom services, parking support, and conference room and event coordination. The role requires a steady management presence capable of balancing competing priorities, maintaining service continuity, and promoting consistent performance across multiple functional areas.


As the primary point of contact for routine contract matters, the Operations Program Manager directs assigned staff, coordinates workload and coverage, monitors service quality, tracks deliverables, supports required reporting, and resolves operational or personnel issues before they affect performance. The position also requires effective interaction with senior military and civilian personnel, including familiarity with military ranks, customs, courtesies, and appropriate forms of address. Prior military service is preferred because it provides valuable insight into military organizational structures, protocols, and operating environments.

The successful candidate will bring strong leadership, communication, organization, and problem-solving skills, along with experience managing administrative, logistical, facilities, or general operations support services in a Federal, military, or similarly structured environment. This individual should be comfortable mentoring staff, reinforcing accountability, and coordinating across distinct service areas to ensure the contract operates as a unified and responsive program.


Key Responsibilities  

  • Provide integrated oversight of a multidisciplinary operations support program encompassing inventory and logistics management, duplication and print services, fitness center operations, graphic design, mailroom support, parking administration, and conference room and event coordination.
  • Direct program management activities, including workforce planning, staff assignments, performance monitoring, quality control, risk management, transition activities, contingency planning, and continuity of operations.
  • Lead, coach, and mentor assigned personnel while reinforcing accountability, professionalism, customer service, and consistent adherence to established procedures and performance standards.
  • Coordinate staffing levels, schedules, leave coverage, and alternate support to ensure uninterrupted performance across all assigned service areas.
  • Serve as the principal liaison among customer representatives, corporate leadership, employees, subcontractors, and other stakeholders. Communicate program status, emerging needs, operational constraints, and recommended solutions clearly and promptly.
  • Monitor service quality and contract performance, identify deficiencies or developing risks, and implement timely corrective and preventive actions before issues affect mission support.
  • Oversee inventory and logistics activities, including supply-level management, GSA and commercial vendor orders, order tracking, monthly reconciliations, budget-to-actual monitoring, customer support, and maintenance of accurate inventory records.
  • Ensure effective coordination and performance across print and duplication operations, mailroom services, fitness center administration, graphic design support, parking services, and conference room or event-support functions.
  • Manage the preparation, submission, and maintenance of required plans, reports, and deliverables, including program management, quality control, transition, contingency operations, staffing, and monthly performance documentation.
  • Track program accomplishments, service metrics, staffing status, deliverable schedules, risks, corrective actions, and resource requirements to support accurate reporting and informed management decisions.
  • Promote the use and continued improvement of electronic tracking tools, databases, dashboards, and reporting processes to strengthen visibility, accuracy, responsiveness, and operational efficiency.
  • Ensure personnel comply with applicable security, onboarding, identification, nondisclosure, training, information-handling, and access-control requirements.


Requirements

  • Bachelor's degree in Business Administration is required.
  • 5-7 years of progressively responsible experience managing personnel, operations, or service-delivery programs in a Federal, military, defense, or similarly structured environment is required.
  • Demonstrated experience supporting senior executives, military leaders, field personnel, or other high-level stakeholders is required.
  • Experience managing multidisciplinary teams and coordinating several distinct operational service areas under a single contract or program is required.
  • Demonstrated ability to supervise, coach, mentor, and evaluate subordinate personnel while promoting accountability and professional development is required.
  • Familiarity with enterprise correspondence, workflow, task-management, or document-tracking systems is required.
  • Working knowledge of military ranks, customs, courtesies, and appropriate forms of address for senior military personnel is required.
  • Strong written and verbal communication skills, including the ability to prepare management reports, present program status, document performance concerns, and communicate effectively with senior stakeholders, are required.
  • Demonstrated experience with staffing coordination, workload management, performance monitoring, quality control, corrective-action management, and continuity planning is required.
  • Strong organizational, analytical, customer-service, and problem-solving skills are required, along with the ability to manage competing priorities in a fast-paced operational environment.
  • Prior military service is strongly preferred, but not required, because of the position's interaction with military organizations, leadership structures, protocols, and operating environments.
  • Experience managing inventory, logistics, administrative support, facilities-related services, mail operations, print production, or event-support functions is preferred.
  • Must be able to work primarily on-site within the National Capital Region and maintain reliable availability during normal business hours.
