Job description

This position is located on a Forest Service unit and serves as Director. The incumbent provides leadership and guidance to the unit with the responsibility for planning, development, and evaluation of unit policies, initiatives, and high-profile efforts within the Agency.
Qualifications:In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards.

Specialized Experience Requirement: One year of specialized experience equivalent to GS-14. Specialized experience is defined as three or more of the following:

1. Providing authoritative policy, operational, and administrative advice to senior leadership or external agencies on complex, high-impact program issues, including interpreting and applying laws, regulations, and agency policies to shape organizational direction.

2. Leading the development of new programs, initiatives, or organizational strategies to address emerging, complex issues; including creating plans, proposals, or solutions that improve the effectiveness or responsiveness of a major program area.

3. Designing, implementing, or overseeing processes for establishing, assessing, and evaluating short- and long-term strategic objectives; including conducting analysis, performance evaluations, and diagnostic reviews to support agency-wide strategic goals.

4. Developing and managing annual and multi-year program budget plans; advising leadership on funding needs, human capital requirements, and resource allocation to ensure effective program delivery and alignment with agency priorities.

5. Representing an organization in high-level meetings or partnership engagements with federal agencies, non-governmental organizations, private industry, academic institutions, or international partners to support strategic management, collaboration, and program advancement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.Education:This job does not have an education qualification requirement.Employment Type: OTHER
