Job description

Employment Position: Future Operations Subject Matter Expert Location:  Washington, D.C. This on-site position is located in the U.S Department of Energy (DOE) Forrestal Building to help assist the National Nuclear Security Administration (NA-84) leadership identify and navigate the strategic and operational environments to determine the requirement and methods of employing Nuclear Emergency Support Team (NEST) capabilities to achieve U.S. government and DOE/NNSA goals and objectives. Responsibilities: In support of NA-84 federal leadership: * Analyzes DOE/NNSA NEST strategic and operational requirements to assist NA-84 leadership plan for future employment and deployment of NEST capabilities.
* Collaborate and coordinate with NA-84 Leadership and NEST assets to synchronize strategic and operational objectives in exercise development and execution.
* Review DOE/NNSA and interagency future operations and plans to identify impacts on NEST planning. Anticipate issues, conduct research, and recommend strategic responses for emerging and future issues. 
* Attend, lead, provide updates during In Progress Review (IPR) meetings, Working Groups (WG) meetings, and/or briefings.
* Analyzes DOE/NNSA and interagency Operations Orders and taskings; prepares briefings for senior staff; assesses the implementation of courses of action; develops plans, timelines, and after-action reports to ensure goals and objectives are met.
* Support strategic communications planning and execution as it applies to Office of Nuclear Incident Response efforts within the DOE/NNSA and the interagency.
* Provide internal and interagency meeting support, including scheduling coordination and development of meeting materials, and assist programs with holding conferences, working group meetings, and other forums that support nuclear forensics missions.
* Assist in coordinating with other DOE/NNSA Nuclear Emergency Support Team assets/programs to help facilitate integration of the operations infrastructure, including operational readiness activities.
Required Qualifications: * Must be a U.S. citizen with an ACTIVE DOE Q or Department of Defense Top-Secret (TS) security clearance and ability to obtain a DOE SCI. The candidate’s written consent to conduct a pre-employment background check and test for the absence of any illegal substances will be required as a condition of employment and for the purpose of maintaining the security clearance.
* May require the periodic successful completion of a counterintelligence-scope polygraph examination.
* Proficient in advanced Microsoft Office applications, including Word, Excel, Outlook, PowerPoint, SharePoint, and Teams with the ability to apply advanced Microsoft applications to transform draft reports and products into professional, final products.
* Ability to work directly with clients in an environment that changes rapidly; must possess a mature approach to the personal interactions between a consultant and the Client.
* Ability to track and monitor documents from inception to production, with excellent attention to detail.
* Able to sit for extended periods and perform work in an office environment, including extensive use of computers, under sometimes stressful conditions.
* Able to support emergency response operations and incident management with an on-call requirement, including after hours, extended shifts, and weekends. This will include qualification as an Assistant Coordinating Officer to support Nuclear Incident Team response operations.
* Domestic travel will be required, and international travel may be required. Travel will be the best cost effective for the government, economy airfare and economy class rental cars.
* Able to lift 50 pounds, carry your own luggage, and walk up to a quarter of a mile to work locations.
* Ongoing reviews and tests for the absence of any illegal substances will be conducted as a requirement for ongoing access to DOE sites. The candidate’s written consent to conduct such tests will be required as a condition of employment.
Desired or Preferred Qualifications: * Five years’ experience as a future operation, current operations and/or strategic planner at a two-star or higher headquarters level.
* Master’s degree and graduate of Intermediate Level Education, Command and General Staff Officers Course or Joint Service equivalent.
* Completion of the Homeland Security Exercise and Evaluation Program (HSEEP) course or equivalent Joint Exercise Life Cycle (JELC) course.
* Experience with interagency planning for large planned and unplanned special events such as National Security Special Events (NSSE) and Special Event Assessment Rating (SEAR) Level 1 events.
* Understanding of the USG nuclear incident response enterprise.
* Knowledge of the DOE and NNSA Strategic Mission.
