Position Summary 

The Manager – Delivery & Operations is responsible for the day-to-day operating effectiveness of Blue Sky Consulting’s project delivery and internal execution systems. This role ensures that client engagements are delivered with discipline, visibility, consistency, and operational control, while internal processes support strong project governance, healthy margins, reliable reporting, and effective resource coordination. 

This role is accountable for portfolio-level delivery oversight, operational rigor, execution cadence, and internal systems discipline across the business. The Manager – Delivery & Operations will work closely with the CEO, CTO, and CAO to ensure that what is sold is operationally ready to be delivered and that all active projects are being managed in a structured, proactive, and scalable manner. 

This is a highly hands-on leadership role for a person who is exceptionally detail-oriented, organized, proactive, and self-sufficient. The successful candidate must be able to independently manage multiple moving parts, follow through without close supervision, identify issues early, and create order across project delivery and internal operations. 

Role Purpose 

The purpose of this role is to: 

• Improve the predictability and consistency of project delivery 
• Provide leadership with reliable visibility into delivery health, resource load, time capture, billing readiness, and operational risks 
• Strengthen delivery governance, project reporting, and day-to-day execution discipline 
• Ensure consistent use of internal systems including Azure DevOps, SharePoint, and Odoo 
• Support resource planning, utilization visibility, and operational follow-through 
• Reinforce Blue Sky Consulting’s implementation methodology and Success Framework 
• Act as the operational owner of delivery coordination and internal execution rhythm 

Key Responsibilities 

1. Delivery Portfolio Oversight 

• Maintain an accurate and current view of all active client projects, including project status, budget/effort tracking, scope changes, delivery risks, resource constraints, and client escalations 
• Establish and maintain a consistent project health framework across all engagements (e.g., green/yellow/red status and escalation criteria) 
• Lead recurring portfolio health reviews with project managers and delivery leads 
• Identify at-risk projects early and ensure documented recovery actions are developed, assigned, and followed through 
• Escalate material delivery risks and project concerns to the CEO and CTO as appropriate 
• Ensure change-order requirements are identified early enough to protect delivery quality and project economics 

2. Delivery Governance and Project Management Discipline 

• Own and enforce BSC project governance standards across all active engagements 
• Ensure all projects maintain current and accurate work plans, milestone status, issue logs, documentation, and next-step ownership 
• Drive consistency in project reporting, project controls, and status communication across the delivery team 
• Coach and support project managers and delivery leads in project stewardship, risk management, follow-through, and operational accountability 
• Ensure delivery practices align with Blue Sky Consulting’s Success Framework and standard implementation methodology 

3. Resource Planning and Capacity Coordination – Getting out of the way 

• Maintain a forward-looking view of delivery demand, staffing requirements, and project resource pressure points 
• Coordinate with the CTO and project leadership on delivery capacity, resourcing needs, and scheduling constraints 
• Surface utilization imbalances, staffing bottlenecks, and resource risks early 
• Support leadership with informed recommendations around staffing adjustments, sequencing, and delivery prioritization 
• Contribute to better utilization planning and resource allocation across the project portfolio 

4. Internal Systems and Operational Discipline 

• Ensure disciplined and consistent use of internal operational systems, including:  
• Azure DevOps for work management and delivery tracking 
• SharePoint for project documentation and project artifacts 
• Odoo for time entry, project operational visibility, and billing support 
• Monitor data quality, usage adherence, and operational compliance across all systems 
• Ensure project records, documentation, timesheets, and operational data are complete, timely, and accurate 
• Identify usage gaps and drive corrective follow-up where compliance is slipping 
• Recommend process improvements that strengthen reliability, visibility, and operational efficiency 

5. Time Entry, Billing Readiness, and Operational Reporting 

• Monitor and enforce timely, accurate time entry across project delivery staff 
• Ensure month-end operational readiness for billing by confirming that time, documentation, and project records are complete 
• Surface missing time, unbilled work, documentation gaps, or other issues that may delay invoicing or impact project reporting 
• Support leadership with reliable project and operational reporting, including delivery status, margin visibility, and workload health 
• Works with CAO to Improve the discipline and consistency of the internal reporting process so leadership can make informed decisions quickly 

6. Operating Cadence and Follow-Through 

• Support and reinforce Blue Sky Consulting’s operating rhythm across project delivery and internal execution 
• Coordinate and maintain regular delivery and operational review cadences, including project health review, action follow-up, and issue tracking 
• Ensure action items, commitments, and operational priorities are clearly assigned and followed through 
• Maintain visibility into open operational issues and ensure they are brought forward, resolved, or escalated appropriately 
• Promote a culture of execution discipline, accountability, and proactive problem-solving 

7. Process Improvement and Scale Readiness 

• Identify recurring delivery bottlenecks, governance gaps, and operational inefficiencies 
• Recommend and help implement improvements to project delivery workflows, handoffs, governance standards, and internal reporting 
• Support the continued refinement of Blue Sky Consulting’s internal operating model and delivery methodology 
• Contribute to process improvements that make the firm more scalable, more predictable, and easier to manage as the business grows 

Key Performance Indicators (KPIs) 

The Manager – Delivery & Operations will be evaluated against a core set of operational and delivery metrics, including but not limited to: 

Delivery Health 

• Percentage of active projects rated green / on-track 
• Timeliness of identifying and escalating at-risk projects 
• Percentage of at-risk projects with documented recovery plans 

Delivery Governance 

• Percentage of active projects meeting minimum governance and documentation standards 
• Accuracy and timeliness of weekly project status reporting 
• Consistency of project updates across Azure DevOps and SharePoint 

Operational Discipline 

• Time-entry compliance rate across the delivery team 
• Billing readiness within target close timelines 
• Accuracy and completeness of operational project records 

Resource and Capacity Visibility 

• Forward-looking resource forecast accuracy 
• Early identification of delivery bottlenecks and utilization issues 
• Responsiveness to staffing and capacity constraints 

Execution Follow-Through 

• Percentage of operational action items completed by due date 
• Reduction in unresolved delivery and operational issues 
• Overall improvement in delivery consistency and internal execution discipline 

Qualifications and Experience 

Required 

• 5+ years of experience in delivery operations, project coordination, PMO, professional services operations, or a similar operational leadership role 
• Experience in a consulting, ERP implementation, systems integration, or professional services environment 
• Strong understanding of project delivery controls, staffing coordination, project reporting, and internal operational processes 
• Demonstrated ability to manage multiple active priorities with high attention to detail 
• Strong written and verbal communication skills 
• Strong organizational, planning, and follow-through abilities 
• Comfortable working in a fast-paced, entrepreneurial environment with a high degree of personal ownership 

Preferred 

• Experience working in an ERP consulting or business systems implementation firm 
• Familiarity with Microsoft Dynamics 365 Business Central, Odoo, or similar platforms 
• Experience with Azure DevOps, SharePoint, PSA/ERP systems, or project/accounting workflow tools 
• Experience supporting utilization visibility, billing readiness, and project margin reporting
