Position Overview

TEKsystems is seeking an experienced IT Project Manager to support a large-scale public sector technology environment. This individual will be responsible for overseeing operationally critical initiatives while ensuring the stability, reliability, and continuous improvement of production services. The ideal candidate possesses a strong background in IT operations, service delivery, ITIL practices, and stakeholder management within complex, highly regulated environments.

This role requires a project manager who can assume ownership of active workstreams, navigate competing priorities, coordinate across multiple organizations, and deliver clear executive-level communications while balancing operational risk, fixed deadlines, and available resources.

Key Responsibilities
  • Manage ongoing IT programs, projects, and operational initiatives within a production support environment.
  • Assume responsibility for existing projects and operational workstreams, ensuring continuity and successful delivery during project transitions.
  • Partner with client leadership, technical teams, vendors, and external stakeholders to coordinate project activities and operational support efforts.
  • Drive ITIL and IT Service Management (ITSM) best practices, including incident, problem, change, request, knowledge, service-level, and continual improvement processes.
  • Facilitate operational readiness planning, deployment cutovers, hypercare activities, and major incident management efforts.
  • Monitor project schedules, risks, issues, assumptions, dependencies, and resource allocation to ensure successful outcomes.
  • Prepare and deliver executive status reports, project updates, risk summaries, and stakeholder communications.
  • Support governance activities, issue escalation, and decision-making processes across cross-functional teams.
  • Establish practical project structures and controls while maintaining flexibility in fast-paced operational environments.
  • Identify opportunities to improve service delivery, operational effectiveness, and customer satisfaction.
Required Qualifications
  • 7+ years of IT Project Management experience supporting enterprise technology initiatives.
  • Strong experience in IT operations, maintenance and operations (M&O), production support, or service delivery environments.
  • Demonstrated experience transitioning work from another project manager or assuming ownership of active programs.
  • Hands-on experience with ITIL and ITSM frameworks, including:
    • Incident Management
    • Problem Management
    • Change Management
    • Request Management
    • Knowledge Management
    • Service Level Management
    • Continual Service Improvement
  • Experience utilizing ServiceNow or similar ITSM platforms.
  • Experience supporting major incidents, operational readiness, production deployments, cutovers, hypercare, and 24/7 support environments.
  • Strong project management discipline including:
    • Schedule management
    • RAID management
    • Dependency tracking
    • Resource planning
    • Budget awareness
    • Executive reporting
  • Proven ability to communicate effectively with technical teams, executive leadership, and client stakeholders.
  • Experience managing relationships across clients, vendors, internal teams, and external partners.
  • Ability to navigate complex stakeholder situations and maintain professionalism in demanding environments.
Preferred Qualifications
  • Experience supporting State, Local, or Federal Government clients.
  • Experience within Health & Human Services (HHS), healthcare, Medicaid, benefits eligibility, or other highly regulated environments.
  • Familiarity with Hawai‘i government organizations, public-sector programs, or local stakeholder groups.
  • PMP, ITIL, Scrum Master, or related certifications.
  • Experience leading service transition, operational transformation, or production support initiatives.

Pay and Benefits
