Temple College is seeking a dynamic and industry-experienced leader to serve as the Construction TRUE Grant Director and Program Lead for Construction Management and Skilled Trades programs, including Electrical, HVAC and Plumbing pathways.
This hybrid role is designed to lead the launch of new workforce programs through the TRUE Grant and transition into an instructional and program leadership position. During the initial phase, the Director will provide strategic leadership and operational oversight of the grant, ensuring successful implementation, compliance, and achievement of performance outcomes.
Following program launch, the role will evolve to include instructional delivery, program management, and ongoing industry engagement, ensuring sustainability and continued growth of the construction workforce programs.
This position plays a critical role in building talent pipelines aligned with regional workforce demand and advancing Temple College's leadership in innovative workforce education.
This position is grant-funded for two years and designed to transition to Program Lead and Industrial Trainer supporting Construction Management and Skilled Trades programs at Temple College. Continued employment is contingent upon program sustainability and institutional needs. The life-cycle of the grant is two (2) years.
Role Structure & Evolution
Phase 1: Grant Director (Primary Focus - Initially)
- Lead full implementation of Construction TRUE Grant program
- Hire, build, and launch programs and cohorts
- Establish employer partnerships and systems
Phase 2: Program Lead + Instructor (Ongoing)
- Teach courses within construction, electrical, HVAC, and/or plumbing pathways
- Lead program operations and curriculum
- Sustain and expand employer engagement and enrollment
Post-Grant (Sustainability Phase)
- Fully transition to Program Lead / Industrial Trainer role
- Continue instruction, program growth, and industry alignment
Qualifications (Required and Preferred)
Minimum Qualifications
Associate degree (or higher) in construction, engineering technology, industrial technology, or related field.

Job Duties and Responsibilities
Strategic Leadership & Grant Implementation
- Provide leadership for the design, launch, and execution of the TRUE Grant construction workforce initiative.
- Translate grant objectives into actionable plans, timelines, and measurable outcomes.
- Ensure successful startup of programs, including curriculum, equipment, and cohort launches.
- Lead development of Construction Management, Electrical, and Plumbing pathways.
- Align programs with industry-recognized credentials (e.g., NCCER).
- Position the initiative as a flagship workforce model for regional replication.
Grant Management & Compliance
- Ensure full compliance with THECB grant requirements, deadlines, and reporting.
- Oversee preparation and submission of all interim and final reports.
- Maintain documentation for audits, monitoring, and compliance reviews.
- Collaborate with finance and grants offices to ensure proper use of funds.
- Track and meet key milestones, including program approvals, equipment deadlines, and cohort launches.
Program Leadership & Instructional Role
- Teach courses in construction, electrical, plumbing, HVAC or related areas as programs launch.
- Develop and customize curriculum aligned with industry needs.
- Manage program scheduling across credit, non-credit, and workforce training formats.
- Coordinate adjunct instructors and support instructional delivery.
- Maintain instructional labs, equipment, and learning environments.
