Instructional Systems Design Specialist (DITMAC)
Summary
C² Technologies, Inc. is seeking an Instructional Systems Design Specialist (DITMAC) to design, develop, and deliver high-impact training in the areas of Insider Threat, Counterintelligence (CI), Law Enforcement, and Personnel Security. This role requires strong analytic acumen, topic expertise, and the ability to transform sensitive, mission-critical subject matter into effective instructional solutions for Department of Defense (DOD) audiences.
Responsibilities
• Design, develop, and update online, instructor-led, and distance-delivered courses supporting DITMAC mission needs.
• Incorporate CI and Insider-Threat-focused scenarios, case studies, and performance-based activities grounded in real operational contexts.
• Collaborate with law enforcement, CI, and security stakeholders to validate learning objectives, content accuracy, tradecraft alignment, and assessment strategies.
• Conduct evaluation strategies to assess knowledge transfer and operational applicability of delivered training.
• Maintain current knowledge of policies, analytic methods, research standards, and mission-specific techniques relevant to Insider Threat and CI operations.
Education
• Bachelor's degree from an accredited institution.
Experience - Required
• Minimum five (5) years of ISD experience developing online, instructor-led, or instructor-facilitated courses for DOD training programs.
• Minimum five (5) years of experience designing training in Insider Threat, Counterintelligence, Law Enforcement, or Personnel Security, including application of analytic techniques, research, and investigative methodologies.
• Current Top Secret clearance with SCI eligibility.
Experience - Preferred
• Ten (10+) years of ISD experience in federal or defense training environments.
• Eight (8+) years of experience designing or delivering CI, Insider Threat, Law Enforcement, or Personnel Security training.
• Demonstrated experience leading instructional development projects.
Tools & Software
• Learning Management Systems (LMS) used in controlled or classified training environments.
• Secure collaboration platforms and document control environments.
• Assessment analytics tools supporting mission-specific performance measurement.
Knowledge & Skills
• Expertise in Insider Threat and Counterintelligence concepts, terminology, and operational workflows.
• Strong analytical thinking, scenario development, and research integration capabilities.
• Excellent communication skills and the ability to explain complex security topics to diverse audiences.
• Strict adherence to security, confidentiality, and sensitive data-handling protocols.
