Job description

Under the direction of a Senior Transportation Engineer in the Office of Design 1, the Transportation Engineer (Civil) will develop project reports, project plans, specifications, special provisions and cost estimates (PS&E) and engineering reports for highway improvement projects in conformance with Caltrans standards, while ensuring delivery of projects on schedule and within budget. Provide support to the District Functional Units to ensure timely delivery of appropriate technical documents for all phases of the Project Development Process. The incumbent provides technical oversight of work performed by local agencies and private engineering consultants to ensure the work done on the projects meet all technical specifications, procedural requirements, have compatibility with existing and proposed transportation facilities and are completed on time and within budget. The incumbent will review and concur on encroachment permits. The incumbent may assist the Senior Transportation Engineer in the coordination of work activities and training of staff engaged in the design or oversight of various projects. A valid Professional Engineering License (Civil) is required for Transportation Engineer Range D appointment. Incumbent may serve as Assistant District Design Liaison.

Working Conditions
Position located at 1750 E 4th St Santa Ana CA, OrangeCounty.
Multiple positions may be filled from this recruitment.
The work environment is typically a climate-controlled office at the District 12 office. The incumbent may sit for long periods of time while using a keyboard and video display terminal. There are bathrooms that are compliant with the Americans with Disabilities Act on the same floor as the office. There are elevators that can transport employees to all floors of the office complex. The incumbent works in a workspace equipped with a phone, computer and access to a printer. The hours of scheduled work will be at the discretion of Caltrans based on organizational needs. Employees required to work overtime will be compensated for any additional hours worked in conformance with the Memorandum of Understanding (M.O.U.) between the State of California and Professional Engineers in California Government (P.E.C.G.) and any other laws that may apply such as the Fair Labor Standards Act (F.L.S.A.).
Teleworking may be permitted within the state of California.
On occasion, the incumbent is required to travel. The incumbent may be required to attend meetings or training in other State facilities and at other Agency offices. The incumbent is required to inspect field conditions during the design and construction phases. The incumbent may be exposed to dirt, noise, uneven surfaces and extreme hot or cold during field inspections. In such instances, appropriate safety equipment will be provided. Occasional travel may be required.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
