Summary
This position is assigned to the Design and Construction Section of Facilities Management Service at the VA St. Louis Health Care System, which is located in Jefferson Barracks Missouri and is under the direct supervision of the Design and Construction Section Supervisor.

Major duties and responsibilities include but are not limited to:
  • Prepares, develops and reviews all engineering CADD (Computer Aided Design Drawings) drawings, plans, sketches, specifications, equipment schedules and other references applicable, or pertaining to, each project to assure the final design drafting product is acceptable for contract award.
  • Makes necessary changes to keep drawings current as remodeling, new construction, and maintenance and repair occur.
  • Compiles data from a variety of sources and field verifies in order to accurately digitize changes to the existing floor plans.
  • Inputs new utility and project drawings from sketches and drawings.
  • Develops architectural, mechanical heating, air conditioning ventilation, plumbing layouts and details, electrical power and lighting, structural and civil work.
  • Works with contractors to resolve problems that arise due to error or differing site conditions.
  • Serves as a Contracting Officer Representative (COR) on projects and inspects competitively bid construction and maintenance and repair projects to ensure compliance with drawings and specifications.
  • Identifies and field verifies a variety of space characteristics in order to maintain a complete and accurate database and updates accordingly.
  • Performs related duties as required.

Work Schedule: Monday-Friday, 8:00am - 4:30pm

Qualifications
GS-11 SPECIALIZED EXPERIENCE: One full year of specialized experience equivalent to the next lower grade level (GS-10) in the Federal service that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. This series covers technical positions supervising, leading, or performing work involving applying a practical knowledge of the: methods and techniques of engineering or architecture; and construction, application, properties, operations physical, and limitations of engineering systems, processes, structures, machinery, devices, and materials. Qualifying specialized experience includes technical work in: drafting, surveying construction estimating, science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes; Instrument maker or model maker who performed design or development work on devices fabricated.
Additional general engineering experience includes: inspecting and managing on all phases of complex construction projects to include civil, structural, building, electrical, mechanical, air quality, infection control, safety and hazardous material abatement; Experience using software including AutoCad, Building Information Modeling (BIM), Revit or other modeling software as well as Microsoft Project and Office Suite. (Experience must be supported by your resume to be creditable. We will not make assumptions regarding experience.)
GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed three full years of higher level graduate education or a Ph.D. with a major study in engineering, engineering or industrial technology, construction, physics, surveying, physical science, or mathematics.
GS-11 COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): An equivalent combinations of related graduate level education (in excess of two years) combined with specialized experience to qualify.

Physical Demands: The work involves regular, walking, climbing, bending and crawling in or around the Medical Center and construction sites.
