Oncor (together with its subsidiaries) operates the largest transmission and distribution system in Texas, delivering power to nearly 4 million homes and businesses and operating more than 144,000 miles of transmission and distribution lines in Texas.

Summary

The incumbent serves as Oncor Electric Deliveryโ€™s representative in acquiring land and land rights that are necessary for the construction and operation of Oncorโ€™s distribution facilities.ย  The Right of Way (ROW) Representative will manage Oncor right of way assets to protect Oncorโ€™s title and interest, prevent encroachments, trespass and environmental misuse where applicable. In addition, you will assist in negotiations and mediates on behalf of Oncor with respect to relocation of facilities, and acquisition and protection of Oncorโ€™s land and land rights. This position is also responsible for initiating and managing associated ROW projects, engaging appropriate support personnel, establishing and assembling support documentation and reporting, negotiating with landowners, and supporting key stakeholders throughout various processes requiring ROW expertise.ย  Depending on the incumbentโ€™s level, you may periodically assist in on-the-job training of ROW Associate Rep and Contract Right of Way Agents. The Incumbent shall, from time to time engage and provide support to Contract Right of Way Agent(s).ย 

This position will be a hybrid work environment based out of our Downtown Fort Worth Corporate Office. We are considering applicants with multiple experience levels. Please see below for education and experience requirements for each level.

Key Roles & Responsibilities

  • Serves as a Field Agent point of contact on extensive projects and assists in coordination of the job activities of Right of Way Representatives and consultants.
  • Requires paralegal skills and knowledge of real estate law to assist with preparation of legal documents such as easements, to submit to ROW Attorney in Fact for execution.
  • Establishes and updates project schedules and statuses in compliance with weekly and monthly reporting requirements.ย 
  • Research public records to determine property ownership, assists in abstract of title to locate easements and fee title deeds, requiring understanding of abstracting skills such as those performed by an abstract company.
  • Protects Oncor Electric Deliveryโ€™s investment, title, and rights in its real property for both present and future use, preventing trespass, unauthorized encroachments, environmental misuse and maintenance concerns.ย 
  • With direction of others, provides guidance and assistance to Distribution Design and Operations personnel on land and landowner issues.ย 
  • Serves as the Oncor Electric Delivery representative to assists with negotiations, maintenance or removal of Oncor Electric Delivery facilities and issues check for payment.
  • Oversees Contract Agents on extensive projects requiring review and approval of invoices, job activities, and schedule/deadlines to ensure compliance with task agreements and other contractual obligations to meet Company objectives.
  • Conducts meetings with Company staff, property owners, city governments, title companies, developers, engineering consultants and other entities to coordinate projects, resolve problems and reach agreements.ย 
  • Determines Oncor Electric Deliveryโ€™s rights pursuant to existing easements and other instruments, notifying appropriate departments, and acts as liaison between landowners, designers, project managers, and legal, to ensure cooperation and uninterrupted Oncor Electric Delivery operations.
  • Reviews all easements and unusual clauses as necessary in easements, deeds, licenses, leases or miscellaneous contracts and coordinates with the Oncor Electric Deliveryโ€™s Legal Department for resolution.
  • Determines property values of those properties obtained through the appraisal process, as well as current right of way cost, land uses, crop yield values, and production costs.

Skills

  • Familiarity of real estate law with general knowledge of eminent domain (condemnation) proceedings, real estate industry practices, procedures, documents, public real estate records, appraisal techniques, and familiarity with regulatory and environmental rules and regulations.
  • Proficient organizational and project management skills.
  • Ability to lead effective cross-functional team meetings.
  • Effective negotiating and interpersonal skills are essential.
  • Proficient utilizing Microsoft Office Word, Microsoft Excel and Microsoft Outlook essential.

Education and Experience

ROW Representative Associate Level

  • High School Diploma, GED, or equivalent is required.
  • Associate or Bachelorโ€™s Degree is encouraged to apply.
  • Experience in distribution and (or) transmission is encouraged to apply.
  • 1 or more years of right of way experience or related utility experience is required.
  • In lieu of a degree, 5 plus years of related experience is encouraged to apply.

ROW Representative Level (in addition to above requirements)

  • 2 or more years of right of way experience or related utility experience is required.
  • In lieu of a degree, 7 plus years of related experience is encouraged to apply.
  • International Right of Way Association Membership is encouraged to apply.

ROW Representative Senior Level (in addition to above requirements)

  • 3 or more years of right of way experience or related utility experience is required.
  • In lieu of a degree, 9 plus years of related experience is encouraged to apply.
  • International Right of Way Association Membership is required.
  • Real Estate Salesperson/Broker license are encouraged to apply.
  • Senior Right of Way (SR/WA) designation are encouraged to apply.

  • Develops successful negotiating strategies to acquire easements, and other land rights to complete projects and assignments on schedule and on budget.
  • Accurately research property records for ownership and chain of title.
  • Anticipates and proactively coordinates project meetings with landowners, attorneys, title companies, builders, and governmental officials critical to accomplishing the schedule and budget objectives of the project.
  • Conducts thorough research on potential site locations all findings and recommendations.
  • Actively assesses project risk and develops any necessary mitigation plans to minimize impacts to project schedules.
  • Effectively communicates project status and project risk to management and internal/external stakeholders.
  • Anticipates and proactively manage the use of Contract Right of Way Agent job activities critical to accomplishing the distribution of right of way workload throughout the Company.
  • Prepares market analyses and sets value for easements granted to third parties to use Oncor Property.
  • Complete International Right of Way courses for Property Management/Easement Acquisition and /or recertification of Senior Member status.
  • Complete education and examination requirements to obtain a Texas Real Estate license and/or continuing education courses to maintain license in good standing.
  • Successfully negotiates and settles property damage claims.
  • Stays up to date on Oncor Electric Delivery and Departmental policies and procedures.
