TASK FORCE: Value Engineering and Asset Management
UNIT: Contract Administration
JOB TITLE: Part-Time Senior Analyst
CONTROL CODE: TVA-27-02
SUMMARY:
The Mayor's Office of Management and Budget (OMB) is New York City's chief financial agency. OMB's staff of analysts and technical experts assemble and oversee the Mayor's expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities. OMB is also responsible for the City's Asset Management Program.
The Value Engineering and Asset Management taskforce is seeking a highly organized and proactive Contract Administrator to manage contract administration through consultant contract payments and fiscal reporting. This role acts as a critical liaison between value engineering project managers, outside consulting firms, and OMB staff. You will oversee expenditure control systems and ensure contract compliance. This is a part-time position, three days per week.
JOB DESCRIPTION:
The duties of this position include the following:
Consultant Contract & Payment Management
Serve as the Value Engineering and Asset Management liaison for consultant contract compliance and review invoice requests against study completion requirements. Generate payment reports for consultants and prepare payment breakdown memos for Director approval.
Expenditure Control & Asset Management
Review Asset Management work orders for accuracy and manage the signature process. Maintain fiscal year balances and expenditure reports for each work order and maintain comprehensive Asset Management files. Verify annual funding availability with the Miscellaneous Revenue Budget Unit and coordinate with OMB staff to register funds with the Comptroller.
Operational Support
Provide cross-functional support by substituting for other Contract Admin staff as needed. Ensure all assigned duties are completed in a timely and effective manner.
QUALIFICATIONS:
Extensive experience in contract administration and accounting, with City of New York experience preferred but not required. Strong financial acumen with experience in budget management and expenditure control. Excellent interpersonal skills for coordinating between multiple internal and external stakeholders. Proven ability to manage recruitment and personnel selection.
REQUIREMENTS:
A cover letter is required to be considered for this position. Applications submitted without a cover letter will not be considered.
Senior Analyst ($47.62/hourly): Bachelor's degree and a minimum of three years of full-time experience with contract administration or accounting or a related field; or a Master's degree in in Accounting, Business Administration, Finance, Economics, or related field, and one year of relevant experience.
