Managing Counsel Refining
PBF Energy Inc. (NYSE:PBF) is one of the largest independent refiners in North America, operating through its subsidiaries, oil refineries and related facilities. We are seeking a talented Managing Counsel, Refining to join our team as a pivotal member that would play a key role here at PBF Energy. This role would be located onsite at our Martinez Refinery in Martinez, CA.
A member of the PBF Energy Inc. Legal Department, this senior counsel level position is a part of, and directly supports, the leadership team of Martinez Refining Company LLC which operates a refinery and related assets located in Martinez, California. The preferred candidate will have significant experience in a highly regulated industry handling Health, Safety, and Environmental (HSE) state, local and federal regulatory compliance, complex litigation, labor and employment matters , supply chain issues and related matters.
PRINCIPAL RESPONSIBILITIES:
  • Provide professional legal advice and counsel on HSE compliance issues, including air, water and waste issues, labor and employment matters and procurement issues.
  • Assist in planning and developing solutions to HSE matters involving MRC, and advise management concerning legal rights and obligations.
  • Represent MRC in enforcement actions before federal and state agencies.
  • Coordinate and assist in developing MRC's advocacy position on future legislative and regulatory matters and participate in various industry trade organizations with focus on environmental issues.
  • Provide compliance training to business teams.
  • Manage and coordinate outside counsel, including setting and maintaining budgets.
  • Provide legal support to corporate and site-specific audits.
  • Coordinate and ensure maximum effective use of in-house and outside legal resources.

SKILLS AND ABILITIES:
Candidates should have an inquisitive nature with a specific interest in energy and regulatory law, and should demonstrate the following skills and abilities:
  • Regulatory or Litigation legal background in energy or manufacturing strongly preferred.
  • Knowledge of HSE issues as they relate to the refining business.
  • Knowledge of litigation as it relates to complex matters.
  • Knowledge of human resources issues and labor matters, including relating to represented workforces.
  • Strong interpersonal skills, with the ability to communicate effectively orally and in writing.
  • Excellent communication skills and detail oriented.
  • Solid research skills with an ability to read critically and identify and solve problems.
  • Ability to work under pressure, manage time effectively, and prioritize assignments.
  • Ability to multi-task and demonstrate a sense of urgency.
  • Practical, solution-oriented problem-solving approach.
  • Ability to exercise sound judgment to identify risks and effectively convey advice.
  • Ability to interact confidently and respectfully with peers as well as more junior or senior team members.
  • Ability to maintain the highest ethics and the ability to preserve absolute confidentiality.
  • Ability to work well with others through every level of the organization is essential.

JOB QUALIFICATIONS:
  • J.D. Degree required.
  • Licensed to practice law in a California or able to register as Authorized In-House Counsel in California.
  • Generally, 10+ years' experience in HSE regulatory compliance or litigation in energy, refining, chemical, or manufacturing industry.
  • Must be willing and able to travel as business need dictates.
  • This position is on site in the Martinez Refinery

The salary range for this position is $141,916.39-$258,439.84. The compensation range listed in this posting is in compliance with applicable state law. Factors such as scope and responsibilities of the position, candidate's work experience, education/training, job-related skills and internal peer equity will be considered in determining the selected candidate's compensation. Salaries at the time of hire are typically in the lower to middle portion of the above range in order to provide the opportunity to reflect future performance-based increases. In addition to salary, PBF offers a comprehensive benefits package which includes bonus eligibility, health care, retirement benefits, and paid time off.
